Assistant Secretary Campbell (Oct. 7): "I think it (referring to South-North denuclearization talks in Beijing) was a workman-like effort. I don't think there were any breakthroughs. And I think South Koreans have indicated they will, at an appropriate time, want to reengage. But the United States and South Korea are quite clear about what our expectations are in terms of the necessary pre-steps. I'd like to personally on behalf of the United States Government take this opportunity to apologize to the Korean people for the tragic and inexcusable rape that took place about a week and a half ago. As soon as the U.S. side learned of this, both myself and the Deputy Secretary of State Bill Burns immediately called your ambassador in Washington. We offered our deepest condolences."
