Contractor Performance Evaluations

Effective July 1, 2009, the FAR requires agencies to post all contractor performance evaluations in PPIRS.

Agencies should use one of the following feeder system options to collect and transmit performance evaluations to PPIRS:

1. The Department of Defense (DoD) Contractor Performance Assessment Systems (CPARS), available for DoD and civilian agency use at http://www.cpars.csd.disa.mil. Before using CPARS, civilian agencies will need to establish a Memorandum of Agreement (MoA) with DoD. Contact the CPARS program office at 207-438-1690 and contact the PPIRS program office at 207-438-1690 for further information.

2. The National Institute of Health (NIH) Contractor Performance System (CPS) available for civilian agency use at http://cps.od.nih.gov. Before using CPS, contact the NIH program office at 301-496-4639 for further information as there is an agency user fee associated with using the NIH system.

3. Agency contract writing systems modified at the agency's expense. Note: If this approach is used, the system must operate in accordance with the standard interface established at PPIRS. Contact the PPIRS program office at 207-438-1690 for further information.

Note: Over the next year, OFPP will be working with the General Service Administration (GSA) Integrated Acquisition Environment (IAE) office to determine the best way to consolidate, eliminate, and standardize feeder systems for ease of sharing performance information across the Federal Government.
