Dr. Joy M. Miller is the Deputy Assistant Secretary for Security in the Department of Health and Human Services.    The Office of Security and Strategic Information  manages programs to plan and execute Department-wide policy, operations, risk assessment and evaluation for physical security, personnel security, classified information security, and secure communications.  Dr. Miller also serves as the Secretary’s Senior Intelligence Official and, as such, reports to the Deputy Secretary on integration of strategic information in support of the HHS operating and staff divisions; execution of defensive counterintelligence and insider threat programs; and for information sharing with other federal partners, including the intelligence and the law enforcement communities.     

Before joining HHS, Dr. Miller served as the Senior Advisor for Global Health Security on the National Intelligence Council and as the Chief Scientist at the Defense Intelligence Agency’s National Center for Medical Intelligence.  In these capacities, Dr. Miller directed intelligence analysis and developed strategies to assess health threats and issues of concern to United States interests worldwide.  She oversaw strategic planning for a multimillion dollar scientific and technical research program and managed external relations with domestic and foreign partners.  Dr. Miller also owned a private veterinary practice, and served in the California Department of Health Services as an epidemiologist in the Cancer Detection Section, in the United States Air Force as the Chief of Air Force Health Surveillance, and at the Centers for Disease Control and Prevention as an Epidemic Intelligence Service Officer. 

Dr. Miller earned her doctorate in Veterinary Medicine from Washington State University and a Masters of Preventive Veterinary Medicine from University of California, Davis.
