Job Opportunities for Low-Income Individuals Program (JOLI)

Please note: No funds were Appropriated for the JOLI program in Fiscal Year 2012; therefore, the Administration of Children and Families will not be holding a competition for new grant awards for the JOLI program this year.

JOLIJob Opportunities for Low-Income Individuals (JOLI) is a federal grant program funding nonprofit organizations that address the economic needs of low-income individuals and families through the creation of sustainable business development and employment opportunities.              

JOLI’s programs create employment opportunities that lead to increased self-sufficiency for low-income individuals and their families. Such programs have a widespread impact on communities, including:

  • Overcoming personal and community barriers to help low-income individuals become self-sufficient
  • Promoting the establishment of strong, healthy, supportive communities
  • Supplying reliable financing and encouraging conventional lenders to invest in local projects

Our programs fund projects that:

  • Serve areas with the highest percentage of individuals receiving assistance under state programs (e.g., Temporary Assistance for Needy Families, Refugee Cash Assistance)
  • Address the economic needs of low-income refugees, asylees and certain victims of human trafficking
  • Create full-time jobs in the child care and early childhood education sector

JOLI programs also provide technical and financial assistance for economic development activities. Private, nonprofit organizations are eligible for 36-month, non-construction project grants under the JOLI program.
