Law Enforcement Fitness Coordinator Training Program (LEFCTP)

The Law Enforcement Fitness Coordinator Training Program (LEFCTP) is designed to present the student with information concerning health, physical fitness assessment, physical conditioning, and functional fitness. The student will also be instructed in program management, basic anatomy and exercise physiology, exercise leadership, injury prevention, and strength training. Individuals attending this program will receive instruction and practical training to instruct, demonstrate, evaluate, and direct programs in the areas of physical fitness. The student will be exposed to different techniques and methodologies to develop and maintain a fitness program to meet the needs of their agency.

History

In December of 1985, the Physical Techniques Division (PTD) conducted the first Physical Fitness Coordinator Training Program (PFCTP). The PFCTP was developed at the request of the U.S. Department of Agriculture, Office of Inspector General, to address the needs and requirements of physical fitness coordinators who would serve as the authority in the safe conduct of their agency fitness program.

Since the inauguration of the PFCTP, hundreds of Federal, state and local law enforcement officers have attended the program and provided verbal and written feedback. This valuable information has been used to modify and improve upon the PFCTP.

Due to the popularity of the program, the FLETC conducted a Curriculum Review Conference (CRC) in January, 1992 to assist the participating organizations in determining the most appropriate content and structure of the PFCTP. As a result of the CRC, the participating organizations were able to select a curriculum that was responsive to meet their needs. In April 2005, another CRC was conducted at the FLETC and again, partner organizations provided curriculum recommendations to address in the PFCTP. In conjunction with the CRC, a Curriculum Development Conference (CDC) was conducted to develop the Physical Fitness Coordinator Refresher Training Program (PFCRTP) in order to update physical fitness coordinators in the field with new developments in areas of physical Fitness. In August 2007, another CRC was conducted at the FLETC. Once again, partner organizations provided curriculum recommendations to address in the PFCTP. The CRC recommended major modifications to the course. They requested a fitness coordinator program specifically for law enforcement officers with an emphasis on law enforcement task related training. In accordance with the CRC, PFCTP was titled the Law Enforcement Fitness Coordinator Training Program (LEFCTP). A Curriculum Development Conference (CDC) was conducted to modify the current PFCRTP to the Law Enforcement Coordinator Refresher Training Program (LEFCRTP).

Instructors

The instructors in this program are current and former federal, state and local law enforcement personnel, as well as civilian subject matter experts with substantial experience in the area of physical fitness and wellness.  All instructors have graduated from the Physical Fitness Coordinator Training Program and currently conduct and coordinate fitness related training to both basic and advanced students at the Federal Law Enforcement Training Center.  Many of the instructors hold advanced degrees and certifications in the fitness field from accredited colleges, universities and governing bodies such as the American College of Sports Medicine, National Strength and Conditioning Association and the Cooper Institute for Aerobic Research.

Prerequisites for Attendance

  • Students must pass the Physical Efficiency Battery (PEB) . The PEB consists of five physical fitness items performed during a single physical fitness evaluation session. A passing score of 40% or higher is required for each test item. The PEB measures flexibility (sit and reach test), body fat assessment, agility (Illinois Agility test), aerobic capacity (1.5 mile run), and upper body strength (bench press).
  • Meet all requirements of the Practical Exercise Performance Requirements for this program. These are numbers: 1, 4, 5, 6, 18, 24, 25, 26, 27,29, 30, and 31.
  • Possess a valid CPR certification. Participants must bring their current CPR card (American Heart Association or American Red Cross).
  • Attend all class sessions. Students who arrive late or leave early and are absent from either instructional or practical sessions will not graduate from the program.
  • Successfully pass (minimum score of 70%) the written examinations. A comprehensive multiple choice examination and a case study examination are given at the end of the program.
  • Must present a 20 minute block of instruction on Functional Fitness for Law Enforcement Officers.
  • This course is very rigorous. During this course students will be required to conduct physical training multiple times per day. These activities include but are not limited to running, biking, swimming, obstacle course, and firearms. It is imperative that all students who attend this training report to FLETC in excellent physical condition.

Continuing Education

The Law Enforcement Fitness Coordinator Refresher Training Program (LEFCRTP) is required in accordance with the Accreditation Standards set forth by the Federal Law Enforcement Training Accreditation (FLETA) to ensure continued proficiency of all graduates. Successful completion is required within three years of original graduation date. Graduates who completed their original training more than three years ago are eligible for attendance.
