Office of Tribal Programs

The Office of Tribal Programs (OTP) provides leadership, advocacy and coordination in the implementation of P.L. 93-638, the Indian Self-Determination and Education Assistance Act (ISDEA), as amended, including Title I (Contracting) and Title V (Self-Governance) serving 17 Tribes, 1 Tribal Organization, and two Urban Indian Health Programs in the states of Iowa, Nebraska, North Dakota, and South Dakota; serves as liaison between the Area Director and Tribal Governments within the Aberdeen Area; advises the Area Director on policy formulation regarding tribal activities including Indian Self-Determination, and the Area on the effect on tribal health programs and community development; provides consultative services in developing policy and serves as primary Area contact to officials of Indian Tribes and Tribal Organizations (T/TOs) in planning and/or development of projects leading to a capability to enter into contracts or compacts to provide health care and health related services under the Indian Self-Determination and Education Assistance Act (ISDEAA); provides oversight of the consultation contract with the Great Plains Tribal Chairman's Health Board, who is the designated organization to provide consultation for the Aberdeen Area.

Contract Proposal Liaison Officer (CPLO) reviews tribal program contract proposals to ensure the absence of declination issues; the Agency Lead Negotiator (ALN) represents the Agency in all Title I and Title V negotiations and is responsible for all administrative aspects of the Title V Compacts and Funding Agreements; provides management analysis and reporting requirements that involve developing, analyzing, evaluating and advising on improving the effectiveness and application of health systems management development for the Aberdeen Area; responsible for providing management assignments for all resolutions submitted by tribal governments to the IHS for formal acknowledgement and response.
