The International Capacity Building Branch (ICBB) develops, coordinates, manages, and delivers international training and technical assistance that promotes the rule of law and supports U.S. foreign policy. Through training and technical assistance, ICBB helps build the law enforcement capacity of friendly nations, fostering improved coordination and cooperation with Department of Homeland Security (DHS) and other U.S. law enforcement agencies in the worldwide fight against terrorism and other transnational crimes.

ICBB collaborates with the DHS, the Department of State and other federal agencies to improve international instructional development, training, and technical assistance provided by the U.S. government to foreign law enforcement.
