This is a combined synopsis/solicitation for commercial item prepared in accordance with FAR Subpart 12.6. This announcement constitutes the only solicitation; proposals are being requested and a paper solicitation will not be issued. The combined synopsis/solicitation number is MCC-10-0046-RFP-60, and is issued as a Request for Proposal (RFP), with incorporated provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-38. A firm-fixed price (FFP) contract is anticipated. The period of performance is nine (9) months. This requirement is being synopsized under the North American Industry Classification System code 541611 - Financial Management Consulting (except investment advice) services, and the size standard is $7M.

The Contractor shall provide Financial and Management Consultancy Services in Malawi in accordance with Section C, Statement of Work, and the terms and conditions contained in this RFP.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government and provides the best value based on trade-off analysis. MCC may consider award to other than the lowest price offered or the highest technically rated offer if such an award is in the best interest of MCC. MCC may invite offerors to make oral presentations in support of their proposals and may request to interview the offeror's proposed team members.

The following factors shall be used to evaluate offers (listed in declining order of importance):

- Technical Capability;
- Past Performance; and
- Price.

A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The Government reserves the right to award this contract without prior discussion.
