Internal Affairs Investigations Training Program (IAITP)

The Internal Affairs Investigations Training Program (IAITP) is a 36-hour program designed to acquaint investigators and law enforcement officers with relevant topical areas specifically associated with Internal Affairs Investigations.

Curriculum

The IAITP will include legal issues such as government workplace searches and electronic law and evidence. Students will be trained on advanced interviewing skills and the different types of warnings associated with an internal affairs investigation, i.e., Kalkines, Garrity and Weingarten. The course also offers a 3 hour block on Internet investigations and a 4 hour interactive case studies lab facilitated by instructors who have conducted internal affairs investigations. This lab will allow students to review several actual internal affairs investigations from case initiation to resolution and to discuss many of the unique issues that arise in these types of investigations. The IAITP also offers a 4-hour presentation by a subject matter expert on the “Defense Perspective” which focuses on building strong misconduct investigations from the perspective of the employee’s representative.  Using this unique defense perspective approach, the presenter  uses specific cases and examples to focus on the rules governing employee misconduct investigations, the role of the Merit System Protection Board (MSPB) in evaluating investigations, common mistakes made in investigations, and the impact of administrative errors on an MSPB Administrative Judge’s determination in disciplinary cases.

Prerequisites for Attendance

For acceptance into this program the applicant must meet all the following requirements: 

  1. Must have graduated from a basic law enforcement training course;
  2.  Be a full time Federal, State, County or Municipal employee whose primary or secondary duty includes conducting Internal Affairs Investigations;
  3.  Must have knowledge of the 4th, 5th and 6th Amendments; 
  4.  Must have experience conducting interviews
