Public Information Systems

Information systems play an important role in the tracking and management of Federal financial resources. Below is a list of sites that can be used to learn about grant, contract, and data management in the Federal government:

HHS

Tracking Accountability in Government Grants System (TAGGS) - A robust grant reporting tool. The TAGGS database is a central information repository for grants awarded by the eleven HHS Operating Divisions (OPDIVs). TAGGS tracks obligated grant funds at the transaction level.


Recovery Act

FederalReporting.Gov - The central government-wide data collection system for Federal Agencies and Recipients of Federal awards under Section 1512 of the Recovery Act. Recipients access this website to help fulfill their reporting obligations. Federal Agencies, Prime Recipients and Sub Recipients are required to submit data on a quarterly basis for grants, loans, and federally awarded contracts under the Recovery Act.

Recovery.Gov – The Recovery Accountability and Transparency Board oversees this website which was created to foster greater accountability and transparency in the use of funds made available in the Recovery Act. The site's primary mandate is to give taxpayers user-friendly tools to track Recovery funds -- how and where they are spent--- in the form of charts, graphs, and maps that provide national overviews down to specific zip codes.  

HHS Recovery – This site helps users learn about how HHS Recovery Act funds were distributed and on-going project performance. The Financial and Activities Report is published weekly to provide information about funding for each supported program and major events of the week.


Federal Government-wide

USASpending.Gov – This website was created to provide the public with information about how their tax dollars are spent.  Collecting data about the various types of contracts, grants, loans, and other types of spending in our government will provide a broader picture of the Federal spending processes, and will help to meet the need of greater transparency. The Federal Funding Accountability and Transparency Act required the development of this site, which is managed by the General Services Administration (GSA).

Data.Gov – Created in 2009 and maintained by the Office of Management and Budget, this website’s purpose is to increase public access to high value, machine readable datasets generated by the Executive Branch of the Federal Government. The site is a repository for all the information the government collects. The site publishes to the public any data that is not private or restricted for national security reasons. Take a look at the different HHS data sets and tools that are publicly available on Health Data and Tools Available on Data.gov.

Consolidated Federal Funds Report (CFFR) – Maintained by the Census Bureau, the purpose of this site is to provide data on Federal government expenditures by state, county, and sub-county area. Data are obtained on the amount of virtually all Federal expenditures, including grants, loans, direct payments, insurance, procurement, salaries and wages and other awards (such as price supports and research awards).

Central Contractor Registration (CCR) – Maintained by the Business Partner Network, CCR is the primary supplier registrant database for the U.S. Federal Government. The CCR collects data from suppliers, validates and stores the data, and disseminates it to various government acquisition agencies. Please note: CCR and other systems will be migrating to the System for Award Management (SAM). The Federal Awardee Performance and Integrity Information System (FAPIIS) – As a part of the Past Performance Information System (PPIRS), this site is an information system that contains specific info on the integrity and performance of covered Federal agency contractors and grantees. FAPIIS provides users access to integrity and performance information from the FAPIIS reporting module in the Contractor Performance Assessment Reporting System (CPARS), proceedings information from the Central Contractor Registration (CCR) database, and suspension/disbarment information from the Excluded Parties List system (EPLS).

Federal Audit Clearinghouse (FAC) – Operates on behalf of the Office of Management and Budget (OMB) and its primary purposes are: to disseminate audit information to Federal Agencies and the public, support OMB oversight and assessment of Federal award audit requirements, assist Federal cognizant and oversight agencies in obtaining OMB Circular A-133 data and reporting packages, to help auditors and auditees minimize the reporting burden of complying with Circular A-133 audit requirements.


Historical Information System

Federal Assistance Award Data System (FAADS) – Maintained by the Census Bureau, FAADS produces a file of standardized data records on all types of financial assistance awards made by Federal agencies to all types of recipients during the indicated quarter. Each Federal fiscal year begins on October 1 of one calendar year and ends on September 30 of the year indicated.
