Richard Beattie was nominated by President Jimmy Carter to serve as the General Counsel to the Department of Health, Education, and Welfare.

Prior to serving as General Counsel to DHEW, Beattie was Director of the Transition and Counsel to the Secretary of Education and was in charge of organizing the U.S. Department of Education. He has served as Special Advisor to the Secretary of State and from 1995 to 1997 was President Clinton's Emissary for Cyprus.

Mr. Beattie has served on a number of not-for-profit boards including New Visions for Public Schools, an organization developing and implementing programs to improve public education in New York City. He also is a member of the board of Harley-Davidson, Inc. and the National Women's Law Center. Mr. Beattie served four years in the Marine Corps as a jet pilot.

Beattie currently is the Chairman of the Executive Committee of Simpson, Thacher & Bartlett, where he specializes in mergers and acquisitions, leveraged buyouts and corporate law and finance. In addition to counseling both boards and non-management directors on a range of topics, he has participated in many large and complex financial transactions, including the leveraged acquisition of RJR Nabisco by Kohlberg Kravis Roberts & Co. and the merger of WorldCom, Inc. with MCI.
