Recipient Reporting

In General

Section 1512 of the American Recovery and Reinvestment Act of 2009 (ARRA) requires quarterly reporting through www.FederalReporting.gov Exit Disclaimer – You Are Leaving www.ihs.gov by all recipients of ARRA funds. This web-based central tool developed by the Office of Management and Budget (OMB) will collect information on all ARRA funded projects and activities. All recipients are responsible to submit Section 1512 mandated data elements using the central reporting tool. Federal agencies that issued ARRA awards to recipients will not submit 1512 data but will use the central tool to review the recipient's data for completeness and accuracy. Shortly after review, reports and information will be made available to the public on the www.Recovery.gov Exit Disclaimer – You Are Leaving www.ihs.gov web site to achieve an unprecedented level of transparency into the ways Federal funds are spent.

Recipients "own" and are responsible for Section 1512 data. The IHS is not responsible for Section 1512 data, nor can IHS waive this mandated reporting. Recipients do not report Section 1512 data to the IHS, nor can IHS can forward Section 1512 data to the central tool on behalf of the recipients. Any other data not required by Section 1512, but required under terms of the contract, must be provided directly to the agency, not through the www.FederalReporting.gov Exit Disclaimer – You Are Leaving www.ihs.gov website.

Only recipients can correct data, the IHS cannot modify recipient reports. Ultimately, Section 1512 data are published for public review on recovery.gov.

Section 1512 requires awardees to submit a quarterly report, no later than 10 calendar days after each calendar quarter in which the recipient receives the award (Jan 10, April 10, July 10, and Oct 10). Reports are cumulative each quarter and include information such as the award amount, a project description, project location, percent project completed, and number of jobs created/retained. Reporting Requirements for PL 93-638 contracting mechanisms with the Indian Health Service

With the exception of a few statutory exemptions, tribal contracts and contract addenda are not exempt from the requirements of Section 1512 of the Act. The ARRA contract and contract addendum includes a list of reporting responsibilities for tribes or tribal organization that accept ARRA funds. These reporting requirements only apply to ARRA funded activities.
