Technology Division



Mission: Providing planning, implementation, support and enhancement of innovative, timely and relevant technology to the Office of Law Enforcement and Security (OLES) complementing the DOI Strategic Vision and OLES Mission.

The Technology Division is part of the Office of Law Enforcement and Security and is led by an Assistant Director. The Technology Division coordinates internally within the Department and with federal, state, local and tribal agencies to provide Information Technology support to OLES and Departmental decision makers. The Technology Division is the principle interface with all bureau technology communities.

The technology Division works closely with the DOI Office of the Chief Information Officer (OCIO) and provides liaison to the Office of Management and Budget (OMB) under the Executive Office of the President via DOI OCIO.

Faisal Ahmed serves as the Assistant Director for the Office of Law Enforcement and Security leading the Technology Division. He presently provides oversight and guidance for the Office of Law Enforcement and Security (OLES) Technology Programs with primary responsibility of managing the OLES cornerstone program, the Incident Management, Analysis, and Reporting System (IMARS). Mr. Ahmed holds a Bachelor of Science degree in Information Technology from University of Wisconsin, a Master of Science Degree in Technology Management from University of Central Florida. He is a graduate of the Harvard University, JFK School of Government - Senior Executive Fellows (SEF) program and the Office of Personnel Management (OPM) - Leadership Education and Development (LEAD) program at a Senior Executive level. He also holds multiple technical and program management certifications including a Masters Certificate in Project Management from Regis University, Paralegal Diploma in Intellectual Property Law from Ashworth University, Senior Expert level FAC P/PM from the Federal Acquisition Institute (FAI), Project Management Professional (PMP), and various certificates relating to CMMi, ITIL, Microsoft, Citrix, etc.

Assistant Director Faisal Ahmed has over 16 years of technology management experience. He began his career as a Systems Analyst with the Fairfax County Government, VA and spent his career life in mixed Government, International Organizations and private industries. Some of his highlight career contributions were with the US Census Bureau, Department of Commerce, the World Bank, Assurenet Limited and Apogen Technologies before joining the Department of the Interior in 2007.

Special Program

Incident Management, Analysis and Reporting System (IMARS): The Incident Management Analysis and Reporting System (IMARS) is being created to provide a Department-wide information collection, analysis, and reporting system for incident information. An incident management system is needed to support Department of the Interior (DOI) Strategic Goals and the President’s Management Agenda, and has been mandated by Public Law 100-690. IMARS will provide a common capability across all participating functional areas for capturing and reporting law enforcement, emergency management, and security incident information. The Technology Division provides complete management of this cornerstone program of the DOI.

  • IT Operations:
    • The IT Operations team is responsible for the Hardware, Software, Database, Network, Hosting and  Service Desk from planning to implementation. The team ensures the OLES Technology is planned, implemented and managed efficiently and in full compliance with DOI, NIST and other Federal Information Technology standards. The team is responsible for innovative technology research to support the DOI/OLES technology initiatives.
    • This team also provides technology liaison and support to the bureaus accessing DOI enterprise systems related to Law Enforcement and to the DOI Office of the Chief Information Officer (OCIO) in support of Enterprise Architecture and technology elements.

  • Business Operations:
    • The Business Operations team is responsible for the Project/Program planning, executing, monitoring and closure/transition. The team ensures the OLES Technology related projects are planned, implemented and managed efficiently and in full compliance with DOI, PMI, OMB and other Federal Information Technology standards. This team is responsible for development, update, management and reporting of all technology initiative business cases (OMB Exhibit 300) and the Federal IT Dashboard. This team is responsible for Contracts Management and provides COR/COTR services to the division.
    • This team also provides business liaison and support to the bureaus related to Law Enforcement systems and projects and to the DOI Capital Planning and Program Management Office (PMO) in support of Project/Program management and execution elements.

  • IT Security:
    • The IT Security team is responsible for the Security and Certification & Accreditation (C&A) related to Hardware, Software, Database, Network and Hosting for the OLES technology projects/programs. The team ensures the OLES Technology is planned, implemented and managed securely and in full compliance with DOI, NIST, DISA and other Federal Information Technology security standards. The team is responsible for innovative technology research to support the DOI/OLES secure technology initiatives.
    • This team also provides It security liaison and support to the bureaus accessing DOI enterprise systems related to Law Enforcement and to the DOI Office of the Chief Information Officer (OCIO) in support of Segment Architecture and technology security elements.

  • Financial and Human Capital:
    • The Financial and Human Capital team is responsible for the formulating, executing, monitoring and reporting of the division and the technology project/program levels. The team ensures the formulation, execution and management of budgets; spend plans; and cost projections of OLES Technology related projects are planned, implemented and managed efficiently and in full compliance with DOI, PMB, OMB and other Federal financial standards. This team is responsible for development, update, management and reporting of all technology initiative spend plans for the division.
    • This team provides Human Capital, Training and other administrative support to the division.
    • This team also provides financial, training and administrative liaison and support to the bureaus related to Law Enforcement systems and projects and to the DOI Budget, Business Management and Human Resources Office in support of Project/Program management and execution elements. The team adheres to the HR practices and standards of the DOI and Office of Personnel Management (OPM).
