Website Clearance
Any time that a new website or a major revision to a website (e.g., new design or different navigation) is undertaken, the HHS Office of the Assistant Secretary for Public Affairs (OASPA) must review the site and approve it before it goes live. Minor content revisions (e.g., a couple of pages, following the existing navigation and look-and-feel) do not need review.
The Clearance Process
Clearance by OASPA is necessary for some Web-only products, such as:
- reports
- brochures
- Web-based training materials
- electronic newsletters
- fact sheets (new only)
The site will need to comply with the following:
- federal best practices (http://www.usa.gov/webcontent/reqs_bestpractices/)
- HHS standards and requirements (http://www.hhs.gov/web/policies/index.html)
- Section 508 accessibility (http://www.hhs.gov/web/508/Standards/index.html)
- usability best practices

Required Links on All NCI Websites
The U.S. Office of Management and Budget requires federal agencies to post or link to certain information on their principal website and on major entry points to their sites. To satisfy this requirement, all NCI websites must include the following three links in their footers:
- Policies (linking to http://www.cancer.gov/global/web/policies)
- Accessibility (linking to http://www.cancer.gov/global/web/policies/page3)
- FOIA (linking to http://www.cancer.gov/global/web/policies/page6)
The footer must also include certain cross-agency links. See more information about footers for NCI websites.
