International Research on Tobacco Use
Tobacco use is a leading cause of preventable death and disease worldwide. While tobacco use has been slowly declining in most high income nations, including the US, it is increasing in many low and middle income countries (LMICs). At the same time, driven by the WHO Framework Convention on Tobacco Control (FCTC), many countries are adopting new and innovative tobacco control policies. TCRB supports research in many regions on patterns of tobacco use, the impact of tobacco control policies, and the effectiveness of prevention and cessation interventions in diverse settings.

TCRB Grants Awarded in Response to an NIH Funding Opportunity
International Tobacco and Health Research and Capacity Building Program (TOBAC ), RFA-TW-11-003 (R01)
The National Cancer Institute and the Fogarty International Center, together with other partners, launched the International Tobacco and Health Research and Capacity Building Program in September 2002. This program supports transdisciplinary research and capacity-building projects that address the burden of tobacco consumption in low-income and/or middle-income nations by (1) pursuing observational, intervention, and policy research of local importance, and (2) building capacity in these regions in epidemiological and behavioral research, prevention, treatment, communications, health services, and policy research. The program is designed to promote international cooperation between investigators in the United States and other high-income nation(s) that conduct research programs on tobacco control, and scientists and institutions in low-income and/or middle-income nation(s), where tobacco consumption is a current or anticipated public health urgency.

International Agency for Research on Cancer
The International Agency for Research on Cancer (IARC), a part of the World Health Organization, conducts research on the causes of human cancer and the mechanisms of carcinogenesis, and develops scientific strategies for cancer control. IARC Monographs critically review and evaluate the published scientific evidence on human carcinogenic hazards. These carcinogenic hazards include chemicals, complex mixtures, occupational exposures, lifestyle factors, and physical and biological agents. NCI scientists participated in the development of several IARC reports, including Tobacco Smoke and Involuntary Smoking, monograph volume 83 (2004), Smokeless Tobacco and Some Tobacco-Specific N-Nitrosamines, monograph volume 89 (2007), and Methods for Evaluating Tobacco Control Policies, handbook volume 12 (2008).
Ireland—Northern Ireland--National Cancer Institute Cancer Consortium
NCI, the Department of Health and Children of Ireland, and the Department of Health, Social Services and Public Safety of Northern Ireland established a multilateral partnership in October 1999 to intensify cooperation in cancer treatment and research that will lead to improved scientific programs in each country. These scientific programs encompass epidemiology, prevention, surveillance, treatment, and research related to cancer, including tobacco use and tobacco control. NCI has also provided funding to study the impact of Ireland's recent decision to require all public places to be smoke free.
Tobacco Free Initiative Study Group for Tobacco Regulation
The mission of the World Health Organization Tobacco Free Initiative (WHO-TFI) is to reduce the global burden of disease and death caused by tobacco and protect present and future generations from harmful health consequences of tobacco consumption and tobacco smoke exposure. As part of this initiative, the Director General of WHO established the Scientific Advisory Committee on Tobacco Product Regulation (SACTob) in 2000 to provide comprehensive scientific research, information, and recommendations to inform tobacco policies and regulation. In November 2003, SACTob was formalized from a scientific committee to a study group and renamed the Study Group for Tobacco Regulation (TobReg). TobReg provides a mechanism for reporting to WHO's governing bodies and drawing the attention of member states to WHO's efforts in this novel and complex area of tobacco control. NCI scientists have worked with SACTob/TobReg since November 2002 on the development of numerous recommendations aimed at improving public health and scientific research related to the effects of tobacco use.
WHO Tobacco Laboratory Network (TobLabNet)
The WHO Tobacco Free Initiative (TFI), in furtherance of the aims and objectives of the WHO Framework Convention on Tobacco Control tobacco product regulation provisions and following the recommendations of the WHO Study Group on Tobacco Product Regulation (TobReg), convened the first meeting of the WHO Tobacco Laboratory Network (TobLabNet) at The Hague, Netherlands, 28-29 April 2005. NCI scientists have participated in the development of standard protocols for laboratory testing of tobacco products.
