  Over the past several years, the Corporation has been working with other Federal agencies on written acknowledgements that their grant funds can be used to match specific Corporation grants. Attached are three authorization letters from other agencies identifying circumstances and programs under which their funds could be used as match on AmeriCorps grants.

7/26/2011 Notice of Availability of PDAT Funds for September 11th National Day of Service
  In commemoration of the 10th Anniversary of 9/11, the Corporation for National and Community Service (CNCS) is making additional PDAT funds available to State Commissions to engage individuals in service to their communities during the National Day of Service and Remembrance. The Corporation is allocating $10,000 to each State Service Commission. If any state chooses not to apply for the funds, we will make supplemental funds available to other states.

  The revised Notice and Application Instructions were released on October 18, 2010. Please see additional guidance for state commissions to assist in the development of your application selection process and the submissions of AmeriCorps State and National Competitive (which includes both cost-reimbursement, fixed amount, education award only and competitive planning) applications. The guidance is intended to supplement the information provided in the Notice of Federal Funding Opportunity and the Application Instructions for the State and National competitions (including competitive planning grants).

10/19/2010 List of Amendments to AmeriCorps NOFOs
  The Notices have been amended to include greater emphasis on evidence-based programs, information on priorities, definitions of Focus Areas, information on the review and selection process, and 2011 national performance measurement pilot information. References to "Priority Area" were changed to "Focus Area;" and "Clean Energy" to "Environmental Stewardship" throughout.

10/1/2010 Administrative, PDAT, and Disability Instructions
  The Corporation will be operating under a Continuing Resolution for the foreseeable future. Therefore, as we have done in the past, we will award only 50% of each commission’s Administrative, PDAT and Disability grants in December, based on 2010 allocations (not including unexpended funds and/or supplemental funds, if approved).

9/24/2010 New Requirement for DUNs numbers and Central Contractor Registration
  The attached memo describes a new requirement from OMB to all Federal grantees to register in the Central Contractor Registration system. Most of you were required to register already under your Recovery Act grant requirements. However, this new requirement extends to all grants. As of October 1, 2010, CNCS can not award grants to organizations that are not in the CCR or have an expired registration. Therefore, make sure you are registered before you apply for any grants or, if already registered, your registration is up to date.

9/22/2010 Reminder about upcoming Recovery Act due dates
  Early this week we received notification from OMB that the reporting period for the 1512 data in federalreporting.gov will NOT be extended. All 1512 reports must be submitted by Sunday, October 10th. There are NO extensions to this deadline.

  Attached is a corrected memorandum from our Office of Grants Management regarding the reporting of other federal funds used for a program. The reporting instructions have not changed. OGM has added frequently asked questions to the end of the instructions, and corrected an incorrect date reference. The first FAQ cited October 1, 2010 when it should have been October 1, 2009.   We are pleased to announce the debut of Civic Life in America: Key Findings on the Civic Health of the Nation, the first federal research of its kind that measures how often residents engage in a variety of civic activities, including service, social connectedness, participating in a group, connecting to information and current events, and political action. This research, done in partnership with the National Conference on Citizenship, was authorized by the Edward M. Kennedy Serve America Act.

8/18/2010 Notification Letter to Field for Child Care Provider ChangeV2 - Update August 18
  We notified you in June of an impending change in the administrator of the benefits for child care. Proposals were evaluated through the standard government procurement process and a contract was awarded to First Financial Associates. This contract replaces the NACCRRA contract for VISTA that expired on June 30 and the NACCRRA cooperative agreement for those State & National members sponsored by regular grants (non-Recovery) that expires at the end of September.

7/9/2010 Requirement to Assign Members to Service Locations in the Portal
  As of the first of July we are implementing a new procedure designed to ensure that we all know where AmeriCorps State and National members are serving. As you know, creating accurate operating sites and service locations is already an option in the My AmeriCorps portal. The new requirement makes entering all operating sites and a service location for all members enrolled on or after July 1, 2010, mandatory. We are making this change in order to better track resources, increase transparency, align with federal-wide open government initiatives, enhance communication among national and state stakeholders, and to build our capacity to accurately tell the story of national service. This new requirement went into effect July 1, 2010. It applies to all members enrolled on or after that date.

On April 30, 2010 First Financial Associates of Lithonia, GA was awarded the contract. 5/18/2010 Additional opportunity for current Recovery grantees to apply for match replacement
  In order to utilize the remaining 2009 Recovery Act grant funds, we are providing an additional opportunity for current Recovery grantees to apply for match replacement. The intent of this opportunity is to assist Recovery programs facing challenges to successful operations due to the loss of planned match resources. Match replacement funds are only to replace match funding initially budgeted in a current Recovery grant that did not materialize as planned. These funds are not to augment current operations or be combined with additional MSY/Slots.

4/22/2010 AmeriCorps State & National - Memorandum: Provisions in the Hiring Incentives to Restore Employment Act for FICA Exemptions
  The Hiring Incentives to Restore Employment (HIRE) Act provided an incentive for hiring employees that applies to some Corporation grantees. The HIRE Act exempts certain employers (defined below) from paying their 6.2% share of the social security tax for the period from March 19, 2010 – Dec. 31, 2010 for “qualified employees.”

  In September 2009, the Corporation for National and Community Service issued interim regulations that covered The Edward M. Kennedy Serve America Act’s expanded requirements for national service criminal history checks. Therefore, I thought you would be interested to know that the Corporation for National & Community Service has just released a Request for Proposals for the Administration of Child Care benefits. This is a competitive process announced in the Federal Business Opportunities. Bidders may find the announcement in https://www.fbo.gov/ (Type ‘Corporation’ in the agency field and then click on the full name of the Corporation when it pops up). This is a standard competition designed to replace the current Cooperative Agreement used by State & National with a contract such as is currently used by VISTA..

3/11/2010 Scheduled eSPAN/eGrants and My AmeriCorps Portal Outage: Saturday, March 13, 2010 Between 3.00 a.m. and 3.00 p.m.
  On Saturday, March 13, we will be undertaking production system upgrades between the hours of 3.00 a.m. and 3.00 p.m. The scheduled hardware and software upgrades will improve the overall availability of the application environment in the future. In particular, we are installing a hardware load balancer which will automatically allocate workstation based user requests to an active front end application server. This upgrade will result in better handling of user activity/connectivity should one of the application servers fail at any time.

For many children, school meals are the only complete and nutritious meals they eat, and in the summer they go without. This summer, the need will likely increase. 1/29/2010 Important Message - Payment Management System
  We understand many of you are having trouble accessing the Payment Management System to submit your quarterly cash transaction report (now called the FFR) because of the changes PMS made when it implemented the new report. It is now due 30 days after the end of the quarter instead of 45 days. HHS has informed us that PMS staff sent notifications to the certifiers (2nd level signatories) issuing them temporary user/password instructions. They sent the email twice, the second time in late Dec before the implementation of the new FFR. If you did not note that email with the password instructions, the system will not let you in because it does not recognize who you are. If your certification person is the same person that was on the last certification, that person already has a profile set-up with HHS and just needs the password that was sent back in Dec. If the person has changed, you need to access the form on the HHS website that allows you to update the certifier record.

  Based on testing efforts with Release 3.0.0.15, we have identified additional issues that must be resolved to begin regression testing. As a result, our contractor is working to resolve the most pressing issues in a new release to be provided to the Corporation for testing on or around April 10.

  We had to address technical issues with the staff user log in process. This required two unexpected deployments that impacted staff side testing. Testing has resumed in full force. Today’s changes slowed down our testing efforts to quickly validate the most critical items in the release.

The Early Bird registration cut-off date is June 15. After that date, registration fees for CNCS-affiliated participants will increase to $475.

  Attached please find the 2007 allocation chart for AmeriCorps state Formula funds.  This year you may request the total number of MSYs you deem appropriate for your programs given the funding available to you. The number of MSYs you request must be based on Corporation expectations for full enrollment in your identified programs.  The chart also shows the amount you have available from your 2006 allocation that you did not request in 2006 – your “reserve.”  You must apply by July 2, 2007 via eGrants and identify all of the programs and planning grants you want to support.  The Corporation will award your grant within 45 calendar days of submission if your reporting, including closeout, is up-to-date.

  We are in the process of amending all 2007 Commission Administrative grants to ensure the purpose of the grant covers the range of activities Commissions can support with Administrative funds. Those activities and duties are described in the Corporation’s regulations and referenced in the revised purpose you will see when you get your amendment. While supporting and monitoring your AmeriCorps programs is the primary duty of Commissions, use of Administrative funds is not restricted to that responsibility. By referencing the regulations, we are making it clear for audit and finance purposes that you may use Administrative funds to support activities described in the regulations.

3/20/2007 Update: Summer of Service and Related Policies
  A number of you have been conversing with Theresa Clower, Senior Advisor and Executive Director of the Federal Mentoring Council, on plans for developing summer of service programs for youth. Theresa shared with me questions she received regarding the possibility of converting full-time slots to minimum time AmeriCorps slots (300 hours per term) and using those minimum time slots in a full-time capacity for summer of service programs. Two questions arose: (1) how many minimum time slots might a full-time slot be converted into; and (2) would a minimum time member's completion of service in a summer of service program count as one of her/his two allowable terms of service in an AmeriCorps*State or National program?

  The 2007 gathering of AmeriCorps Grantees will be held in Philadelphia, Pennsylvania in conjunction with the National Conference on Volunteering and Service. The meeting provides an opportunity for sharing stories, building on our successes, expanding our networks, and growing our professional skills– so that we can make our organizations and programs even better. For the first time, you can pre-register for the conference and select your workshop sessions. Therefore, it is important to register early to reserve a space in the sessions you want.

2/13/2007 Disability Inclusion "Train the Trainer" Institute
  The National Service Inclusion Project (NSIP), the Corporation’s disability inclusion training and technical assistance provider, will hold the first Disability Inclusion Train the Trainer Institute from April 18-21, 2007 in Boston, MA.

2/13/2007 Change in Deadline
  Due to inclement weather in the Washington, DC area and the closing of the federal government, we are extending the deadline for our National and South Dakota applicants. This includes applications for National Direct, National Education Award Program, National Professional Corps, Indian Tribes and South Dakota. The new deadline is February 16 at 5pm EST. 2/12/2007 Professional Corps Exemption from Statutory Benefits Requirements
  It has come to our attention that there are some questions about the requirements for health care coverage for full-time participants in professional corps programs. While the national service legislation generally requires AmeriCorps programs to provide health care coverage for eligible full-time participants, our Office of General Counsel has opined that the specific statutory authority for professional corps programs exempts them from health care coverage requirements.

11/1/2006 Recent HHS interim final rule determining that service in AmeriCorps State/National or AmeriCorps VISTA constitutes a "work activity" for TANF purposes
  Under the Temporary Assistance to Needy Families Program (TANF), adults receiving assistance are expected to engage in work activities and develop the capability to support themselves before their time-limited assistance runs out. Under the TANF rules issued by HHS in 1999, “community service” was included as a type of “work activity” but the rules did not define “community service.” Thus, states had leeway to define the term “community service” differently.

  The Corporation for National and Community Service today announced the availability of an approximately $6 million grant to an organization that will administer the payments for child care for approximately 1,800 eligible AmeriCorps members.

7/20/2006 Additional Formula Funding to Your 2006 Allocation
  Each year, the Corporation allocates AmeriCorps funds to cover the costs of childcare for AmeriCorps members who qualify for the subsidy. The Corporation recently determined that we will not need all of the budgeted childcare funding for this fiscal year and can re-allocate the unneeded funds to the Formula and Competitive allotments. The attached chart shows revised allocations to each state for 2006 Formula funds, adding additional funds from this re-allotment of childcare funds.

6/29/2006 On Behalf of the Corporation Trust Office - Announcing the new AmeriCorps Online Payment System
  The National Service Trust is getting ready to launch a new online payment system that will automate the AmeriCorps Education Award process. As you might have learned at the recent National Conference in Seattle, the Trust has developed an online payment system that will allow AmeriCorps Members (and Alumni) to request their AmeriCorps Education Award benefits, including interest accrual and forbearance, online. The new automated process will be easy to use and eliminates the need to fill out and submit paper forms. Members will also be able to update their contact information, view their account information, the status of their requests, and contact the Trust all through the system. Best of all, payments will be made faster then previously. The new online system will make the Education Award process a much quicker and simpler process for all involved.

  The Corporation is making additional PDAT funds available to commissions to build the capacity of AmeriCorps State and National Direct programs (including EAPs) to prepare for and respond to disasters. These funds will be added to your 2006 State Commission PDAT grants. In addition, specialized training and technical assistance will be available through selected Corporation training providers.

Our intent in defining the evaluation requirement in the rule is to offer opportunities for standardization while affording you the most flexibility in deciding what you want to evaluate, and how you want to evaluate it. We don’t want to be prescriptive, but want to allow each of you to determine your own evaluation design.

5/30/2006 Change to One-year Funding in 2008
  The purpose of this memo is to inform you that AmeriCorps State and National is expecting to change from two-year to one-year funding effective in Fiscal Year 2008. Since its inception, AmeriCorps State and National has operated with two-year funds, enabling some carryover of unobligated funds from one fiscal year to the next. The move to one-year funding will align us with the practices of other federal grant programs. This change will not affect the length of your grant period—a three-year grant will be awarded with no change from present practice.

  A State Service Plan, formerly known as the Unified State Plan, is a state commission’s 3-year strategy for coordinating national service and volunteer service activities across all streams of service in the state. Our statute requires a state service plan in order to ensure that all national service and volunteer service entities within a state—state commissions; State Offices; AmeriCorps National programs and other Corporation grantees and stakeholders; State Education Agencies; state networks of volunteer centers; Campus Compacts; and/or other volunteer service organizations within the state—are aware of each other and are coordinating activities. We encourage you to provide enough detail in your plan so that your partners in national service and volunteer service across the nation can learn from your experience.
