Gene Hubbard reported to the National Science Foundation (NSF) on January 1, 2012. He is responsible for NSF’s Information Technology (IT) program, Human Resources Management, and Administrative Services. NSF is an independent federal agency employing approximately 1300 full time personnel with a budget of over $7 billion.  Prior to NSF, Gene was the Chief Management Officer and Assistant Commander for Asset Management for the Naval Facilities Engineering Command (NAVFAC) starting in November 2007.  He was the principal advisor for Navy and Department of Defense officials on technical aspects of real property asset management, including Navy-wide real estate policy and technical oversight of real estate acquisitions, leasing, out-leasing, and disposals; and base development management including global infrastructure planning, real property inventory management, geospatial information, and planning policy.  On February 21, 2011, Mr. Hubbard was designated as the NAVFAC Chief Management Officer responsible for human resources (total force), strategic business operations, business analysis, and management services.

From September, 2006 to November, 2007, Mr. Hubbard was the Deputy Chief Administrative Officer (CAO) for the National Oceanic and Atmospheric Administration (NOAA), working at NOAA Headquarters in Silver Spring, Maryland. He was responsible for NOAA’s real property and logistics (personal property); safety and environmental compliance programs; building operations; and various administrative programs, including civil rights management and internal controls/audits/inspection management.  Mr. Hubbard entered the Senior Executive Service in February, 2002, when he was selected as the Director of Facilities Engineering and Real Property at the National Aeronautics and Space Administration (NASA).  At NASA, he was responsible for the management of NASA’s real property portfolio of over 5000 facilities valued at over $21 billion, managing $250 million in annual major repair and construction projects and another $300 million in sustainment and operations funding.

Mr. Hubbard served over 20 years as a commissioned officer in the U.S. Navy, transferring to the Civil Engineer Corps (CEC) after earning his Surface Warfare Officer qualification.  His CEC assignments included construction management and public works management at locations across the United States, and in Keflavik, Iceland.  Mr. Hubbard also held positions in the Pentagon in the Shore Installation Management Division (OPNAV N-46), and spent a year as a Congressional Fellow working for the House of Representatives.  His last assignment with the Navy was as Executive Officer of the Navy Engineering Field Activity in San Bruno, Calif.  Upon retiring from the Navy, Mr. Hubbard took a position as the Coordinator of Administration and Program Support for the Office of Adult and Community Education (OACE), Fairfax County Public Schools. 

Mr. Hubbard holds a Bachelor of Science degree in chemistry from the U. S. Naval Academy, Annapolis, MD; a Master of Engineering degree in civil engineering from the University of Florida; and a Master of Public Administration degree from Troy State University.  Mr. Hubbard is a licensed Professional Engineer in Florida and Virginia, and a Certified Facilities Manager.  He earned several individual and command Navy awards.  He served on the Board of Direction for the Society of American Military Engineers, and is a member of the International Facilities Management Association and the American Society of Public Administration.
