Office of Population Affairs

The Office of Population Affairs (OPA) administers the Title X Family Planning Program, and funds over 90 service grantees that provide family planning and related preventive services through approximately 4,400 service sites.  Each year, Title X-funded sites provide family planning services to more than  more than five million individuals, most of whom are low-income. Title X Program Guidelines stipulate that Human immunodeficiency virus (HIV) prevention education must be provided in all Title X-funded projects, and that HIV tests are available on-site or by referral.

Since 2001, with funds from the Minority AIDS Initiative (MAI) and Title X appropriations, OPA has competitively funded HIV prevention projects integrated with family planning services to a select number of Title X service projects. Currently, 78 OPA HIV prevention projects receive MAI and Title X funds to integrate routine HIV testing and prevention with family planning in 456 service sites.  These funds support HIV testing, referral, and linkage to HIV care and treatment services through Title X service delivery sites.
