NHGRI ARRA Administrative Supplements for Providing Summer Research Experiences for Students and Science Educators

Under the American Recovery and Reinvestment Act (ARRA), the NHGRI will provide the opportunity for investigators and United States institutions/organizations with active NHGRI Research Awards to request administrative supplements for the purpose of (1) providing students who are considering research careers in the health-related sciences with the opportunity for actual research experience, and providing elementary, middle school, high school and community college science educators with short-term research experiences in NIH-funded laboratories. NHGRI strongly supports this initiative. Support for these supplements will come from funds provided to NIH through the American Recovery and Reinvestment Act of 2009 ("Recovery Act" or "ARRA"), Public Law 111-5, and the supplements will be awarded for the purpose of achieving the goals of the ARRA to promote job creation and economic development, and to accelerate the pace and achievement of scientific research.

NHGRI will accept requests for Administrative Supplements to provide summer research experience in all areas related to its mission of supporting research in a broad range of studies aimed at understanding the structure and function of the human genome and its role in health and disease, supporting the development of resources and technology that will accelerate genome research and its application to human health, and supporting study of the ethical, legal and social implications (ELSI) of genome research.

Application Receipt Dates for Requests for Administrative Supplements for Students and Teachers:

Applications for administrative supplements in response to this notice will be accepted by NHGRI on April 30, 2009.

How to Apply

Compliance with the ARRA will be greatly facilitated and easily documented if requests are made using standardized request formats. Applicants should follow the format detailed in NOT-OD-09-060 under the section titled "Preparing an Administrative Supplement Request."

To be considered for an administrative supplement, the written request must be submitted directly to NHGRI, not to the Division of Receipt and Referral, NIH Center for Scientific Review. Requests must be signed by the authorized institutional official and applicants are strongly encouraged to submit the requests electronically as an e-mail attachment in PDF format. In doing so, the signature of the institutional official must be clearly visible.

Electronic Submissions

Awardees are strongly encouraged to submit requests for administrative supplements by e-mail to: ARRA_supplements@nhgri.nih.gov with a cc: to the NHGRI Program Director and Grants Management Specialist listed on the most recent Notice of Award. The Subject Line should state "ARRA Administrative Supplement for Students and Teachers & the Grant Number [of the parent grant]."

Review of Supplement Requests for Students and teachers by NHGRI:

Supplement requests will be reviewed internally by NHGRI program staff.

The following factors will be considered in the review:

Appropriateness of the request to achieve ARRA goals Relevance of the proposed activities to the parent grant and determination that the proposed activities are within the existing peer-reviewed and approved scope of the project. Appropriate and well-described plan to provide a useful research experience. Expertise and mentoring experience of the PI and/or other members of the research team who will be involved in providing the research experience.

Funding Decisions

Funding decisions will be made by June 1, 2009 or by March 1, 2010. The applicant will be contacted if the administrative supplement has been selected for funding.

Terms of the Award and Reporting

In addition to the standard NIH terms of award, all funding provided under the ARRA will be subject to the HHS Standard Terms and Conditions for American Recovery and Reinvestment Act of 2009 (ARRA). ARRA-related reporting requirements will be incorporated as a special term of award.

It is very important that applicants understand that projects awarded under the ARRA are subject to additional reporting requirements. Investigators are strongly encouraged to review these standard requirements, which are detailed at: Standard Terms and Conditions for AARA Awards.
