JOB SUMMARY:

Office of Inspector General (OIG) is dedicated to helping VA ensure that veterans and their families receive the care, support, and recognition earned through service to their country. The OIG strives to help VA achieve its vision of becoming the best managed service delivery organization in Government. The OIG continues to be responsive to the needs of customers by working with the VA management team to identify and address important issues.

OIG is organized into three line elements: the Offices of Investigations, Audits and Evaluations, and Healthcare Inspections; along with the Office of Contract Review and the Office of Management and Administration. In addition to the Washington, DC, headquarters, the OIG has offices located in 30 cities throughout the country.

The Auditor, located in the Office of Audits and Evaluations, is responsible for planning and conducting financial and performance audits of the Department of Veterans Affairs (VA) programs, functions, and operations.

The following are the duties of this position at the GS-13 full-performance level.   At the lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. The Auditor performs the following duties:

  • Plans for and conducts financial and performance audit evaluations, attestations, and reviews that focus on specific audit objectives.
  • Develops and/or identifies techniques or methods to use in gathering data and documentation for a variety of diverse and complex activities.
  • Gathers and analyzes information obtained through observation, document review, previous audit reports, written policies and procedures, legislative history, financial/accounting records, and other material related to the program, function, or activity under review.
  • Participates in entrance, mid-term, or exit conferences and meetings with agency personnel, contractors or others.
  • Assesses the findings of the audit and develops strategies for the solutions of auditing problems.
  • Drafts findings, conclusions, and recommendations ensuring that the work performed adequately supports conclusions reached, and recommendations are consistent with the audit objectives and reporting standards and provides a basis for action to correct weaknesses and implement improvements.

BASIC EDUCATION REQUIREMENTS:

A. Degree: accounting and/or auditing; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours or equivalent in accounting and/or auditing. The 24 hours may include up to 6 hours of credit in business law. (The term 'accounting' means 'accounting and/or auditing' in this standard. Similarly, 'accountant' should be interpreted, generally, as 'accountant and/or auditor.')

B. Combination of education and experience--at least 4 years of experience in accounting and/or auditing, or an equivalent combination of accounting and/or auditing experience, college-level education, and training that provided professional accounting and/or auditing knowledge. The applicant's background must also include one of the following:

1. Twenty-four semester hours or equivalent in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours or equivalent, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher-level professional accountants and/or auditors has determined that the applicant has demonstrated a good knowledge of accounting and/or auditing and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph (A); and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

YOU MUST SUBMIT PROOF OF MEETING THE BASIC EDUCATION REQUIREMENTS. You must attach a copy of your transcript(s) designating semester or quarter hours earned to ensure proper credit. All academic degrees and course work must be from accredited or pre-accredited institutions recognized by the United States Department of Education.

FOREIGN EDUCATION DOCUMENTATION

If you are qualifying based on foreign education, submit proof of creditability of education as evaluated by a credentialing agency.

Specialized Experience for the GS-07: Fifty-two weeks of experience at the GS-05 level, or equivalent, that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.  Specialized experience includes:

  • Collecting and researching data for studies or evaluations of programs/operations; AND
  • Knowledge, Experience and/or application of accounting/auditing standards in an academic or work setting; AND
  • Researching laws, regulations, guidelines, and approved procedures to provide findings.

OR

 

Education: Education (attach a copy of  your transcript or list of college courses designating semester or quarter hours earned to ensure proper credit): One full year of graduate level education in related field; or Superior Academic Achievement based on a bachelor's degree that is demonstrated through class standing (upper 1/3 of class); grade point average (2.95/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society.

SOME SUBSTITUTION OF EDUCATION FOR EXPERIENCE IS PERMISSIBLE.

Specialized Experience for the GS-09:Fifty-two weeks of experience at the GS-07 level, or equivalent, that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.  Specialized experience includes:

  • Collecting and researching data for studies or evaluations of programs/operations; AND
  • Providing input to an audit or evaluative report or preparing work papers; AND 
  • Researching laws, regulations, guidelines, and approved procedures to provide findings.

OR

 

Education: A related master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. Attach a copy of transcripts or list of college courses designating semester or quarter hours earned to ensure proper credit.

SOME SUBSTITUTION OF EDUCATION FOR EXPERIENCE IS PERMISSIBLE.


Time-in-Grade: For the GS-07 Candidates must have been a GS-05 for fifty-two (52) weeks, if applicable.
