Voluntary Airport Low Emission Program (VALE) Technical Report, Version 7.0 (PDF)
The goal of the VALE program is to help airports to improve air quality in conjunction with regional efforts to meet health-based national ambient air quality standards. Public agencies may convert vehicles and GSE to low-emission technology, which is powered by alternative fuels or clean conventional fuels. This report describes project planning, the application process, eligibility requirements (e.g., vehicle/equipment, fuel, ownership), program vehicle low-emission standards, emissions calculation methodology, cost effectiveness criteria, project tracking, etc.

Guidance on Airport Emission Reduction Credits for Early Measures Through Voluntary Airport Low Emission Programs (PDF, 1.85 MB)
Eligible VALE projects must result in the sponsor receiving appropriate airport emission reduction credits (AERCs). This AERC guidance has been developed by EPA and coordinated with DOT/FAA. It is consistent with the CAA and provides an acceptable method by which the State air quality agency will grant AERCs to the sponsor in a timely manner. AERCs will be calculated and provided to airports on a consistent basis nationwide, are kept by the sponsor, and can only be used by the sponsor to meet their current or future CAA general conformity and new source review requirements.
