Basic Non-Criminal Investigator Training Program (BNCITP)

The BNCITP is a two-week training program designed to familiarize general investigators and other Inspector General employees with basic criminal, civil, and administrative legal concepts and procedures, common fraud schemes, and investigative techniques typical to the Inspector General (IG) community. This is an interactive program during which students will conduct interviews, write investigative reports, and participate in mock presentations of a criminal case and an administrative hearing. BNCITP is appropriate for federal, state/local, and military Inspector General personnel who conduct civil and/or administrative investigations, as well as those who support criminal investigations. This program has been attended and well received by general and compliance investigators, auditors, attorneys, analysts, evaluators, inspectors, hotline operators, investigative research specialists, and others.

Experienced IG Special Agents from a variety of Offices of Inspectors General (OIG) facilitate BNCITP, working with students in small groups and one-on-one to enhance the training experience. Instructors in this program include IGCIA staff, subject matter experts from within the IG community and elsewhere in federal government, and the Federal Law Enforcement Training Center.

The IG-ITP is a 17-day basic training program designed to provide required training to new GS-1811 criminal investigators in the federal Inspector General (IG) community, as recommended in the CIGIE Quality Standards for Investigations. This program builds on the foundation provided in the Federal Law Enforcement Training Center's Criminal Investigator Training Program (CITP) by introducing criminal investigators to the IG Act of 1978, as amended, and the multitude of authorities, duties, responsibilities, and obligations that stem from this Act. IG-ITP was developed in collaboration with experienced criminal investigators representing a diverse cross-section of the federal Offices of Inspector General (OIG). Instruction is provided by a variety of subject matter experts from the IG community and the federal government.

Who should attend IG-ITP:

Special Agents/Criminal Investigators:
    a) who have successfully completed FLETC's CITP or a federal law enforcement training equivalent;
    b) with less than 5 years federal criminal investigative experience;
    c) who have received minimal or no advanced IG training;
    d) preferably within their first year of OIG employment, and recommended within 3-6 months of completing CITP.

The TTP is a three and one-half day program designed for experienced federal criminal investigators who have recently joined the Inspector General (IG) community. The program builds on the criminal investigator's previous federal law enforcement experience and provides essential IG-specific investigative and legal knowledge, as well as guidance in transitioning to IG investigations. The program was developed by subject matter experts and experienced criminal investigators from the federal IG community. Participants are introduced to the Inspector General Act of 1978, as amended, and the primary authorities, duties, responsibilities, and obligations that stem from the Act. The Inspector General Criminal Investigator Academy (IGCIA) partners with guest instructors from the IG and federal law enforcement communities to ensure the program remains current and relevant.

Who should attend IG-TTP:

  Special Agents/Criminal Investigators:
    a) who have successfully completed the FLETC's Criminal Investigator Training Program (CITP) or its federal law enforcement
        training equivalent (e.g., FBI and DEA Special Agent Basic Training Programs)
    b) with more than 3 years federal criminal investigative experience, who have completed another federal agency-specific
        basic (follow-on) training program
    c) who, preferably, are within their first year of OIG employment. (Note: It is recommended that experienced agents attend
        TTP within 3-6 months of beginning OIG employment.)
              OR
    d) OIG Special Agents/Criminal Investigators who have been so employed for 5 or more years and have not received
        IG-specific basic training (IG-ITP or TTP).

The HOTP is a four-day training program designed to instruct Hotline Operators in the basic skills and techniques needed to accurately collect critical information via telephonic interviews and electronic (e-mail) correspondence. HOTP will train Hotline Operators in the appropriate documentation, procedures and legal requirements necessary to ensure the integrity of information that could lead to administrative, civil, or criminal IG investigations. This program contains numerous opportunities for ractical application of skills learned during scenarios facilitated by experienced practitioners, who will provide feedback to each participant. To promote realism, scenarios will be tailored toward the agencies participating in each class, and are designed to increase each participant's skill in effectively eliciting accurate data from each caller. HOTP will provide hotline operators with vital tools and resources to assist them in recognizing and appropriately handling workplace stress, referrals to other hotlines, nuisance callers, and callers that are hostile, threatening, or appear mentally ill. This program is intended to improve the skills and expand the knowledge of experienced Hotline Operators and develop new skills and knowledge in those that have little to no experience.

The IG-IFA is a three-day training program designed to provide the auditor, analyst, evaluator, fraud examiner or inspector with tools to conduct more effective interviews, and obtain information that can assist in preventing and detecting fraud. Students will learn to assess verbal and non-verbal behavior and become more effective at obtaining information in person, as well as via telephonic interviews and electronic means. Instruction will cover non-confrontational interview techniques, fraud indicators, methods to assess fraud vulnerability, common fraud schemes, and how to elicit potential fraud leads. Students will be taught Fraud Vulnerability Assessment Questions that can and should be used in audits and/or inspections. These questions are uniquely structured, non-accusatory, non-threatening, information gathering, and designed to identify indicators of fraud. Instruction will show how these questions can flow naturally, without undermining the overall objective of the interview.

Experienced investigators and managers with extensive interviewing expertise provide instruction in this program.

The UCITP The UCITP is a two-week program designed for criminal investigators in the federal IG community who have minimal or no experience as an undercover agent. This program is designed to provide criminal investigators with the basic skills and knowledge necessary to conduct short-term undercover activities. Each student is evaluated during multiple interactive training exercises. Current federal IG criminal investigators with extensive undercover experience serve as facilitators, roleplayers and adjunct instructors. Attorneys and covert electronic surveillance technicians with expertise in undercover investigations also serve as adjunct instructors. Day and evening training exercises are conducted at various locations in and around the training site.

Who should attend UCITP:

  Special Agents/Criminal Investigators in the federal IG community who have minimal or no experience as an undercover agent.
    a) The agent must have completed a basic federal law enforcement training program for criminal investigators. The IGCIA
        recognizes the Federal Law Enforcement Training Center's (FLETC) Criminal Investigator Training Program (CITP), and the
        equivalent Federal Bureau of Investigation (FBI), Drug Enforcement Administration (DEA), U.S. Postal Inspection Service
        and U.S. Army Criminal Investigation Command basic training programs.
    b) Additionally, each agent must have completed all agency-specific basic training in his/her current agency.
    c) This program is not intended for case agents or supervisors who only manage undercover agents or investigations.
