Oil Pipeline Index


Indexing Methodology - Indices to be Used:
The Commission's regulations (at 18 C.F.R. § 342.3 External Link) include a methodology for oil pipelines to change their rates through use of an index system that establishes ceiling levels for such rates. The mandatory five year review has revised the methodology for this index to now be based on Producer Price Index for Finished Goods (PPI-FG), plus 2.65 percent adjustment for the period July 1, 2011 through July 2016 (RM10-25-000 PDF).

History:  The index is based on the annual change in the Producer Price Index for Finished Goods (PPI-FG), minus one percentage point, for the years 1995 through 2000 PDF. Starting on July 1, 2001 PDF the methodology was changed to the Producer Price Index for finished Goods (PPI-FG). The regulations provide that each year the Commission will publish the oil pipeline index after the PPI-FG becomes available.
