Additional Information on Eligibility:

Competition is limited to national voluntary agencies that are authorized to resettle refugees under cooperative agreements with the Department of State and with the Department of Homeland Security. Eligible applicants are: Church World Service/Immigration and Refugee Program, New York, NY; Domestic and Foreign Missionary Society of the Protestant Episcopal Church of the U.S.A., New York, NY; Ethiopian Community Development Council, Inc./Refugee Resettlement Program, Arlington, VA; HIAS, Inc. (Hebrew Immigrant Aid Society)/Refugee and Immigrant Services, New York, NY; International Rescue Committee/Resettlement, New York, NY; Lutheran Immigration and Refugee Service, Baltimore, MD; U.S. Conference of Catholic Bishops, Washington, DC; U.S. Committee for Refugees and Immigrants, Arlington, VA; and World Relief Corporation of National Association of Evangelicals/Refugee & Immigration Programs, Baltimore, MD. Individuals, foreign entities, and sole proprietorship organizations are not eligible to compete for, or receive, awards made under this announcement.

Description

The Office of Refugee Resettlement (ORR) invites the submission of applications for funding, on a competitive basis, for the Preferred Communities program to support the resettlement of newly arriving refugees in Preferred Communities where they have ample opportunities for early employment and sustained economic independence and, to address special populations who need intensive case management, culturally and linguistically appropriate linkages and coordination with other service providers to improve their access to services. This announcement replaces the Standing Announcement for the Preferred Communities Program (HHS-2008-ACF-ORR-RP-0112).Funding under this announcement is provided through cooperative agreements requiring ORR's involvement in the program's implementation. The Director will observe June 6, 2011, as the first closing date for applications. Thereafter, the Director will observe March 12, 2012, and March 1, 2013, as the closing dates for applications. An applicant may only submit one application under this announcement.Modifications: Modifications have been made to the originally posted announcement:Due Date for applications is March 12, 2012.Award/Funding Information - Expected number of awards: 9; Estimated Total Funding: $2,000,000; Estimated Award Ceiling: $225,000 per budget period; Estimated Award Floor: $100,000 per budget period; Average projected award amount: $222,222 per budget period.Updated list of eligible applicants.Included page limitation information in Section IV.2/Content and Form of Application Submission to reflect that the Project Description is limited to 30 pages and Appendices are limited to 25 pages.Announcement is modified to include "Request an Exemption from Required Electronic Application Submission" in Section IV.2.
