Under Secretary of Defense (Personnel and Readiness) (USD (P&R))

The Under Secretary for Personnel and Readiness is the principal staff assistant and advisor to the Secretary and Deputy Secretary of Defense for Total Force Management as it relates to readiness; National Guard and Reserve component affairs; health affairs; training; and personnel requirements and management, including equal opportunity, morale, welfare, recreation, and quality of life matters.

DHRA Administrative and Resource Support

DHRA Headquarters

The DHRA Headquarters, located in Alexandria, VA and comprised of civilian and servicemember personnel, directly supports the DHRA's overarching mission by formulating, executing, and overseeing DoD-mandated human resource programs, budgets, policies, and initiatives; and by providing resources and guidance to all DHRA components and programs.

DHRA Components

Defense Civilian Personnel Advisory Service (DCPAS)

DCPAS is charged with providing corporate-level leadership in human resources management. DCPAS develops and manages human resources programs and systems for the Department of Defense (DoD). DCPAS also develops and recommends policy and provides guidance on all aspects of civilian personnel management. DCPAS advises all levels of management employees in DoD regarding human resources issues.

Defense Manpower Data Center (DMDC)

DMDC maintains the central repository of Department of Defense (DoD) Human Resource Information, both current and historic. DMDC collects, provides, and utilizes this information for the benefit of decision makers in the DoD and other government agencies.

Additionally, DMDC is the central source of identification and authentication of people in the DoD for identity protection, security, entitlements, and benefits verification. DMDC also provides management information, research, and analysis of manpower, personnel, training, and financial databases for use by DoD decision makers.

Personnel and Readiness Information Management (P&R IM)

P&R IM executes the Information Management (IM) and Chief Information Office (CIO) responsibilities of the Office of the Under Secretary of Defense for Personnel and Readiness (OUSD (P & R)). The primary roles of P&R IM are:

  • Support functional policy analyses, workshops, and change management activities
  • Define/document functional requirements
  • Provide for business process reengineering (BPR) and analysis of alternatives
  • Provide functional oversight for Human Resources Management (HRM) information management initiatives
  • Initiate, coordinate, and execute project/program areas such as Interagency BPR, IM Analysis, Information Assurance, Critical Infrastructure Protection, Information Technology, Functional Data Administration, and Data Standardization.

Defense Personnel Security Research Center (PERSEREC)

PERSEREC's mission is to improve the effectiveness, efficiency, and fairness of the DoD personnel and industrial security systems.

To achieve this mission, researchers at PERSEREC:

  • Conduct long-term programmatic research for the security and intelligence communities
  • Provide quick-response studies and analyses in support of policy formulation and systems operation
  • Disseminate research information to security policymakers and practitioners
  • Develop innovative tools and job aids for security professionals

Employer Support of the Guard and Reserve (ESGR)

ESGR promotes cooperation and understanding between Reserve component members and their civilian employers, and assists in the resolution of conflicts arising from employees' military commitments. It is the lead DoD organization for this mission under DoD Directive 1250.1, National Committee for Employer Support of the Guard and Reserve (NCESGR).

ESGR operates through a network of hundreds of volunteers throughout the nation and Guam, Puerto Rico, the Virgin Islands, and Europe.

Defense Department Advisory Committee on Women in the Services (DACOWITS)

DACOWITS is comprised of civilian women and men who are appointed by the Secretary of Defense to provide advice and recommendations on matters and policies relating to the recruitment and retention, treatment, employment, integration, and well-being of highly qualified professional women in the Armed Forces. DACOWITS also provides advice and recommendations on family issues related to recruitment and retention of a highly qualified professional Military.

Federal Voting Assistance Program (FVAP)

FVAP's role within the Department of Defense (DoD) is to administer the Uniformed and Overseas Citizens Absentee Voting Act, 42 USC 1973ff (UOCAVA), Title XVI of the National Defense Authorization Act of FY 2002 and portions of the Help America Vote Act of 2002. FVAP also conducts national and international “Get Out the Vote” campaigns, maintains the automated Voting Information Center, and administers the National Voter Registration Act, which designates Armed Forces Recruiting Stations as Voter Registration Agencies.

Office of the Actuary

The DoD Office of the Actuary provides actuarial expertise on all matters relating to military compensation and benefits.

More specifically, Office of the Actuary performs annual valuations of the military retirement system, education benefits under the Montgomery G. I. Bill, health care for the military retired population, and the Voluntary Separation Incentive program. These valuations include projecting personnel pay and benefits, and calculating annual DoD contribution costs, as well as determining program unfunded liabilities and their amortizations. The Office also responds to requests for cost estimates of proposed changes in benefits from the DoD, other government agencies, military service support groups, and private industry.

Defense Language and National Security Education Office (DLNSEO)

The DLO provides strategic direction and programmic oversight to the military departments, Defense Field Activities and the Combatant Commands on present and future requirements related to language, regional expertise, and culture.

Sexual Assault Prevention and Response Office (SAPRO)

SAPRO serves as the DoD's single point of accountability on sexual assault policy matters. Its primary mission is to develop and implement a comprehensive DoD-wide sexual assault policy. The objectives of DoD's Sexual Assault Prevention and Response policy are to specifically enhance and improve:

  • Prevention through training and education programs
  • Treatment and support of victims
  • System accountability

Defense Travel Management Office (DTMO)

DTMO operates, consolidates, streamlines, and centrally manages commercial travel for the entire Department of Defense (DoD). In doing so this Component develops policies for the administration of commercial travel, regulations, and directives. DTMO is also currently consolidating existing commercial contracts, which includes efforts found in 105 various commercial travel office contracts managed by approximately 56 contracting offices.

WOUNDED WARRIOR PROGRAM

Executive Secretariat, Office of Strategic Planning

Interagency Program Office (IPO)

The DoD/VA Interagency Program Office (IPO) was established in April 2008, as mandated by Section 1635 of the National Defense Authorization Act (NDAA) for Fiscal Year 2008 (FY08). The IPO acts as the single point of accountability for the development and implementation of electronic health record (EHR) systems and capabilities and provides oversight and management of the delivery of interoperability goals and objectives.

Transition and Care Coordination Operations (WWCTP)

The mission of the Office of Wounded Warrior Care and Transition Policy is to ensure wounded, ill, injured and transitioning Service members receive high quality care and seamless transition support through proactive leadership, responsive policy, effective oversight and interagency collaboration. The office was established in November 2008 and falls under the Undersecretary of Defense for Personnel and Readiness (USD P&R) within the U.S. Department of Defense. Responsibilities of the office include Recovery Care Coordination and Transition Policy.
