Resources for U.S Citizens Victimized Abroad

The International Terrorism Victim Expense Reimbursement Program (ITVERP) is intended to reimburse victims for allowable expenses incurred as a result of acts of terrorism occurring outside the United States. OVC offers online applications for financial support. Visit the ITVERP Web pages for details on who is eligible, what expenses are covered, how to apply, and other information about the program.

The Victim Reunification Travel Program (VRT) provides funds to help left-behind parents in international child abduction cases. Support under this program is provided via an intra-agency authorization with the Office of Juvenile Justice and Delinquency Prevention (OJJDP) and an OJJDP grant to the National Center for Missing and Exploited Children (NCMEC). Antiterrorism and Emergency Assistance Program Grant Recipient

The Antiterrorism and Emergency Assistance Program provides federal funds to support crisis response, consequence management, criminal justice support, crime victim compensation, and training and technical assistance during the aftermath of an incident of terrorism and mass violence (domestic and international).

The Office of Overseas Citizens Services, Bureau of Consular Affairs, U.S. Department of State is committed to assisting American citizens who become victims of crime while traveling, working, or residing abroad. Consular duty personnel are available for emergency assistance 24 hours a day, 7 days a week, at embassies, consulates, and consular agencies overseas and in Washington, D.C. To contact the Office of Overseas Citizens Services in the U.S. call 1-888-407-4747 (during business hours) or 202-647-5225 (after hours).

Victim service providers in the United States have a tremendous opportunity to enhance the services that U.S. citizens who are victimized abroad receive. The Resource Guide for Serving U.S. Citizens Victimized Abroad can help victim service providers develop strategic plans and carry out constructive activities to ensure that key personnel, resources, and protocols are in place for effective assistance.

Resources for Foreign Nationals

U.S. Citizenship and Immigration Services (USCIS) helps protect victims of human trafficking and other crimes, including rape, murder, manslaughter, domestic violence, sexual assault, and many others, by providing immigration relief.

This site increases public awareness about international child abductions.

The International Rescue Committee
The International Rescue Committee (IRC) provides assistance to refugees, displaced persons, and others fleeing persecution and violent conflict throughout the world. Often one of the first agencies on the scene of an emergency, the IRC delivers critical medical and public health services, food, and shelter. Once a crisis stabilizes, it provides education, training, economic assistance, and, if necessary, resettlement assistance.

This site offers resources about improving justice for victims of crime and the abuse of power. It includes links to several victimology databases and to other victimology resources on the Internet.

National Institute of Justice International Center
Visit the NIJ International Center for research on terrorism, international organized crime, trafficking in persons, cybercrime, and forensics.

Southern Methodist University Underwood Law Library

Run by Victim Assistance Online Resources, a nonprofit organization serving the victim assistance/victimology community, Victim Assistance Online supports service providers and professionals in related fields with an online directory of information and education resources.

World Society of Victimology
The World Society of Victimology is a nonprofit, nongovernmental organization that consults with the UN’s Economic and Social Council and the Council of Europe. Its members include victim assistance practitioners, scientists, physicians, lawyers, and others in the victim services field.
