Article II of the U.S. Constitution mandates that the President of the United States be chosen by a slate of electors selected by the States. When Americans vote for a President and Vice President, they are actually voting for these electors, known collectively as the electoral college. Each State is allocated a number of electors equal to the number of its U.S. Senators (always two) plus the number of its U.S. Representatives. In addition, the District of Columbia has three electors. To win a presidential election, a political party must receive at least 270 electoral votes from the total of 538.

In each State, the presidential election is administered by local election officials, and the results of the popular vote determine which political party's slate of electors will participate in the electoral college. Election results are certified by the State Government, which in most cases is the Secretary of State. There is no standard format that States use in reporting Federal election results. The Federal Election Commission (FEC) compiles Federal election results in one place and format as a service to the public and to provide an accurate historical record of Federal election results. This map layer was produced by the U.S. Geological Survey with information available from the FEC. The FEC Federal Elections 2000 page contains election results for the 2000 Presidential election, as well as for U.S. Senate and House of Representatives elections. Information on how the electoral college works is also available from the FEC.
