Services & Investment

The Office of Services and Investment (SI) at USTR is responsible for the development and implementation of U.S. services trade and international investment policy, including the negotiation, monitoring and enforcement of bilateral, regional and multilateral agreements.

SI seeks to ensure the continued expansion of U.S. services trade through rules-based liberalization in the WTO, bilateral free trade agreements, and other regional venues. SI covers all service sectors, focusing in particular on key infrastructure sectors such as financial, telecommunications, computer, energy, environmental, express delivery, and distribution services. SI also has a key role in developing and implementing U.S. trade policy relating to E-Commerce.

SI also seeks to keep investment flows open and a continuing source of U.S. benefits by pressing for the removal of barriers to U.S. investment through WTO and bilateral free trade agreements, Bilateral Investment Treaty (BIT) negotiations and discussions, and other investment dialogues. SI also plays an important role in considering potential national security implications of foreign investment as a member of the Committee on Foreign Investment in the United States (CFIUS).
