Learning Everything About Reverse-Auctions Now (LEARN)

The Learning Everything About Reverse-Auctions Now Program (LEARN) is designed to provide broadcasters with valuable information about the business opportunities created by the incentive auction, as well as the proposed incentive auction process.

The program is open to all broadcasters, and will help ensure that broadcasters are informed and actively engaged throughout the auction's planning, design and execution phases.  The incentive auction is a once-in-a-lifetime opportunity for broadcasters to be compensated for returning spectrum, and the Commission is committed to serving as a valuable resource to all broadcasters as they participate in the incentive-auction comment process and determine whether to participate in the auction.  In keeping with this goal, the LEARN Program provides a transparent, open and inclusive process for all those impacted by this evolutionary step for the industry.

This Web page will serve as a central resource for a collection of auction-related material, including:
  • Dates and time for onsite and online FCC and third-party education sessions
  • Links to live, interactive webinars
  • Incentive Auction FAQs
  • Archived FCC presentations
  • Archived webcasts
  • A summary of proposed auction designs
  • Rulemakings and related FCC proceedings
  • Links to helpful third-party material
  • A dedicated email box for questions (broadcasterlearn@fcc.gov)
Information on a variety of topics will be offered, including reverse auctions and repacking, along with discussion of what each means and how they will impact broadcasters.  Materials for the LEARN Program will continue to develop and be supplemented over time, and additions will be announced as they become available.
