We the People: The Citizen and the Constitution is an instructional program on the principles of the U.S. Constitution and the Bill of Rights for elementary, middle, and high school students. The program goal is to promote understanding of the principles and values on which our political institutions are based. The We the People program is administered through a national network of direct coordinators. The program is available to public and private elementary and secondary schools in congressional districts, the District of Columbia, Puerto Rico, American Samoa, Guam, and the U.S. Virgin Islands.

Participating schools implement a curriculum that focuses on promoting citizenship education and increasing students' understanding of the rights and responsibilities of citizenship. Activities include simulated congressional hearings with community members as judges and an annual national competition in which secondary student teams compete in simulated congressional hearings. Other programs administered under We the People include Project Citizen and the School Violence Prevention Demonstration Project.
