About the Office of Human Resources (OHR)

The Office of Human Resources (OHR) provides strategic leadership in the development and assessment of the Department of Health and Human Services’ human resources program and policies. OHR serves as the Department’s liaison to central management agencies such as the United States Office of Personnel Management (USOPM). The following HR centers provide operational and consultative services in support of the Department’s operating and staff divisions.

Human Resources Centers within HHS:

  • OHR Client Services - Atlanta Operations Center (AOC) – Provides support to:
    • Agency for Toxic Substances and Disease Registry (ATSDR)
    • Agency for Healthcare Research and Quality (AHRQ)
    • Centers for Disease Control and Prevention (CDC)
    • Food and Drug Administration Center for Tobacco Products (FDA CTP)
  • OHR Client Services - Bethesda Operations Center (BOC) includes remote offices in various locations - Provides support to:
    • Administration on Aging (AoA)
    • Administration for Children and Families (ACF)
    • Centers for Medicare and Medicaid Services
    • Food and Drug Administration (FDA)
    • Health Resources and Services Administration (HRSA)
    • Office of the Inspector General (OIG)
    • Office of Public Health and Science (OPHS)
    • Office of the Secretary (OS)
    • Program Support Center (PSC)
    • Substance Abuse and Mental Health Services Administration (SAMHSA)
  • OHR - Indian Health Service HR Center (IHS)
    • Supports the Indian Health Service exclusively
  • OHR - National Institutes of Health HR Center (NIH)
    • Supports the National Institutes of Health exclusively
