NIST unveiled a laboratory designed to demonstrate a typical-looking home for a family of four can generate as much energy as it uses in a year. NTIA's Broadband Technology Opportunities Program (BTOP) projects are helping to close the gap of households with broadband for older Americans. In collaboration with Census, a recently published survey from October 2010 found that only 45% of US households headed by someone 65 or older had broadband. In comparison, 72% of households headed by someone between 45-64 and 77% of households headed by someone between 16-44 have broadband. Roughly 20 digital inclusion projects receiving funding through the Recovery Act provide services targeting seniors in some capacity.

U.S. Commerce Secretary Gary Locke celebrated Earth Day at Jersey City, New Jersey, where $10.6 million of National Oceanic and Atmospheric Administration (NOAA) American Reinvestment and Recovery Act (Recovery Act) funding was awarded to the New Jersey Department of Environmental Protection for the Lincoln Park Wetlands Restoration Project. When complete, the project will have restored 35 acres of wetlands, created tidal creeks and made a juvenile fish foraging habitat along the Hackensack River. The Recovery Act project will also create just under a mile of trail and a new pedestrian bridge over the creek for bicyclists, joggers and walkers. The trail will become part of the Liberty to Water Gap Trail, a 130-mile trail that links historic and natural sites from the Statue of Liberty in New York harbor to the Delaware Water Gap in Pennsylvania.

The National Telecommunications and Information Administration (NTIA) and the Department of Agriculture's Rural Utilities Service (RUS) announced that they will award the remaining funding from the American Recovery and Reinvestment Act broadband grant program in just one more round. The first round produced almost 2,200 applications for proposed broadband projects. Initially the broadband grants were to be awarded in three rounds. By consolidating the funding into just one more round, it will increase efficiency and better accommodate applicants.

NIST general release on ARRA funding. The National Institute of Standards and Technology (NIST) will receive $610 million in funds as part of the American Recovery and Reinvestment Act of 2009. The agency will use the funds for programs that support U.S. innovation and industrial competitiveness, key factors in spurring economic growth.
The Act provides $220 million in direct appropriations for NIST laboratory research, competitive grants, research fellowships, and advanced research and measurement equipment and supplies. An additional $360 million in direct appropriations is provided for construction of research facilities, half for NIST projects and half for a competitive grant program for science research facilities outside of NIST. Additional funding transferred to NIST from other federal agencies includes $20 million for standards-related work on electronic medical records to assist in modernizing the health care system and $10 million for collaborative efforts to develop a comprehensive framework for a nationwide, fully interoperable smart grid for the U.S. electric power system.
