This will assist us in determining the availability of small business firms for a potential small business category type set-aside.  No award will be made from this Sources Sought.  NO SOLICITATION, SPECIFICATIONS, OR OTHER INFORMATION IS AVAILABLE AT THIS TIME; therefore, do not request a copy of said documents. 


 


Specifically, the purpose of this notice is to gain knowledge of potential small business (SB) sources in the following categories:  Small Business, Certified 8a, Certified HUB Zone, and Service-Disabled Veteran-Owned Small Business (SDVOSB), to provide environmental consulting services for the San Francisco District Corps of Engineering's.


 


The capabilities will be evaluated solely for the purpose of determining Set-Aside status for the small business community or to conduct this potential solicitation as an unrestricted procurement. Large businesses may respond to this notice in the event the market research does not indicate SB capabilities; however preference will be given to the SB categories listed above. The government must ensure there is adequate competition among the potential pool of available contractors.

PROJECT DESCRIPTION


 


Contract Activities: The contract will provide assessment and investigation studies, analyses, report & document preparation for deep wells in the Los Angeles California area.  All services required under this contract shall be described in a task order with an individual scope of work which may include, but not necessarily limited to, the following types of tasks.


 


Technical:  Potential sources must submit a list of recent projects that demonstrate their knowledge and past experience relating to installation of 900 to 1200 foot deep wells in urban streets in the Los Angeles area.  Response should highlight experience with ZIST, Simul Probe sampling, limited lay down in residential neighborhoods (12' x 150'), familiarity with permitting requirements, use of dual sets of equipment for drilling (air rotary and mud rotary) for a multi cased single well installation, nested well installation crossing multi water bearing zones and typical deviation laterally achieved per 100' of well drilling for air rotary and mud rotary methods and investigation derived waste management experience at sites with known contamination.   Submit only current and past clients no more than 2 years old.  Include a brief description, identify the prime contractor, contract type (list by task order if IDIQ), contract or task order value, dollar value of work subcontracted, percent complete, if complete date completed, customer POC and current phone number.


 


CAPABILITY STATEMENT


 


The following requests are designed to apprise the US Army Corps of Engineers, San Francisco District, of prospective contractor's capabilities. 


 


Please provide your response to the following: 


 


•1)      Number of employees and if there is an office in a state/location noted above.


•2)      Gross percentage of revenue split between private and public work.


•3)      Resume of staff and contractors currently working for the contractor with the experience required to complete the tasks.


•4)      Listing of similar projects completed, type, location and dollar amount within the last two years.


•5)      Offeror's type of business and Business Size (large or small) and any certifications: 8a, woman-owned, HUBzone, SDVOSB, GSA (include contract number), etc.).


 


After the information noted above, potential sources are encouraged to submit a capability statement of no more than six (6) pages in length which address the following key areas:


 


MANAGEMENT: (personnel/organizational staff location, experience, project management, etc.)


            (1) The potential sources must identify their management staff in order to support the capability of managing multiple task orders involving multiple disciplines listed above.


            (2) The management staff must be experienced in work similar to that listed above with a   minimum of 5 years experience.  Identify which projects where the management and technical staff have gained the experience.


 


(3) Office location and professional staff size available for project execution.

The Capabilities Statement for this sources sought is not expected to be a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather short statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein.  Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement.  Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities.  This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited.  Respondents will not be notified of the results of the evaluation.  After completing its analysis, the Government will determine whether to limit competition among 8(a), Service Disabled Veteran, HubZone, or all Small Business firms or proceed with full and open competition as Unrestricted.  Offers that do not meet all requirements or submit within the allotted time will not be considered.
