Up one level Covert Electronic Surveillance Program (CESP)

The CESP continually upgrades equipment and operational techniques to provide the most effective methods using audio and video digital recording devices for the purposes of consensual monitoring. Officers/agents who have a need to understand and use electronic surveillance devices will receive extensive training in officer safety, legal issues, chain of custody of digital evidence, Radio Frequency transmission, and Operational Site preparation and selection. Introduction to electronic tracking, Internet Protocol (IP) surveillance cameras, and various video transmission systems is included in the curriculum. Extensive laboratory applications and hands-on training using various types of audio and video surveillance devices is emphasized. Students are taught how to plan for and conduct technical surveillance operations and how to build covert audio and video concealments. Students will demonstrate their comprehension of the material and techniques taught in this course through a variety of field exercises with professional role players as targeted individuals. This is a HANDS-ON course!

This course is designed for the intermediate to advanced skill level student whose collateral duties include technical operations as well as the student who has technical operations as a full time duty.

This program has been approved by the National Technical Investigators Association (NATIA) as meeting the requirements necessary for training and professional development towards certification as a technical investigator.

Instructors

Instructional personnel in the Covert Electronic Surveillance Program (CESP) include senior law enforcement instructors with many years of extensive electronic surveillance equipment operation backgrounds. The technical and operational experience gathered from hundreds of criminal investigations, allow our instructors to offer the latest in electronic surveillance operation techniques. This mix of qualified and experienced instructors comes from such agencies as the United States Air Force Office of Special Investigations (AFOSI), Naval Criminal Investigative Service (NCIS), state, county and local police departments. All CESP instructors are members of the National Technical Investigators Association (NATIA).

Tuition and Cost

Included in the tuition price is a complete (50+ item) portable, electronics master tool kit, auto–ranging digital multimeter, high resolution board camera, high resolution mini digital video recorder, microphone, power pack and audio/video concealment device.

Prerequisites for Attendance

For acceptance into any of the electronic surveillance programs the applicant must meet all of the following requirements:

  1. Be a full time sworn law enforcement officer/agent or a full time employee who is employed by a Federal, State, County or Municipal Law Enforcement Agency whose;
  2. Primary or secondary duty includes working in the technical surveillance,
  3. Has the approval of their respective agency and,
  4. Will be attending the training on agency time

All applicants are required to sign a statement that they have reviewed the prerequisites and that they meet all of the prerequisites required for attendance prior to attending.

Partner organization personnel have first priority for selection.
