Mobile Device Investigations Program (MDIP)

In the United States today there are approximately 300 million cellular phones. With a population of just over 300 million, and discounting those who are underage, it’s safe to say that “almost everyone” has a cell phone. Never in the history of technology has a single device so quickly become imbedded into the fabric of society. To a great extent, law enforcement in general has not had the opportunity to keep pace with the rapid evolution of cell phone technology nor addressed the investigative significance of cell phones. These mobile, handheld devices are far more than communications tools. Virtually all cell phones are digital storage devices that potentially retain a substantial amount of personal data including:

  • Call logs (incoming and outgoing);
  • Contact information (personal address books);
  • Text messages;
  • Tasks and ‘to-do’ lists;
  • Personal calendars;
  • Photographs (two-thirds of phones sold in 2007 have integrated cameras);
  • Movie clips;
  • Web pages and web history.

The ability to lawfully seize, and analyze this pool of potential evidence has great investigative potential for the law enforcement officer. The Mobile Device Investigations Program (MDIP) is a one week program that provides investigators with training in the art of cellular acquisitions, understanding GSM, CDMA, and iDEN technologies, and the art of framing investigations from evidence obtained through call detail records. Participants receive industry standard tools and softwares most commonly used in cellular acquisitions and training to facilitate their use in a mock investigative scenario.
