Transmission Line Siting


The final rule reflects FERC's extensive experience in licensing transmission and hydroelectric generation facilities and issuing certificates for interstate natural gas pipelines. It applies this knowledge and experience to the electric transmission construction permit program.

The application process will assist the Commission to determine if proposed transmission facilities:

  • Are eligible for an electric transmission construction permit;


  • Are in the public interest;


  • Will reduce transmission congestion and protect and benefit consumers;


  • Are consistent with sound national energy policy and will enhance energy independence; and


  • Maximize the use of existing facilities.

This information as well as information necessary for FERC to complete a thorough environmental analysis is the basis of the information required by the application.

FERC regulations require an extensive prefiling process to facilitate issue identification and resolution, to facilitate maximum participation from all stakeholders, and to provide all interested entities with timely and accurate project information to base their comments and recommendations.

This process provides for openness and transparency throughout the permitting process.

This process provides for preparation of one NEPA document for all Federal actions and the setting of binding intermediate milestones and ultimate deadlines (consistent with existing law) for actions by other agencies issuing permits under Federal law.

This process provides for numerous opportunities throughout the process for input from:

  • States,
  • Tribes,
  • Regional planning agencies,
  • Other permitting entities,
  • Land owners, and
  • The public.
