The ICD-10 project fosters an alliance between Office of Information Technology (OIT), clinical and business disciplines within the Indian Health Service/Tribal/Urban (I/T/U) community for the benefit of our patients.
OverviewAs Health Insurance Portability and Accountability Act (HIPAA) covered entities, all Indian Health Service/Tribal/Urban (I/T/U) programs must use the International Classification of Disease, 10th Revision codes (ICD-10 CM/PCS) on all HIPAA electronic transactions (claims, etc.) by October 1, 2013. The current, Ninth Revision (ICD-9) is obsolete and unable to meet current health care data needs or support the transition to an inter operable health data exchange in the United States.Conversion to ICD-10 will meet HIPAA mandates and position I/T/Us to take a lead role in implementing ICD-10 in their respective programs. This investment requires changing, testing, and validating I/T/U's internal and external systems needed to accept and use ICD-10 codes for reimbursement and reporting. In addition, business processes, such as, accurate code assignment, documentation improvement, contract modification and the impact to the revenue cycle must be factored into the ICD-10 migration. It is critical for the ICD-10 conversion to have active participation from all I/T/U stakeholders and their leadership at the national, area and local levels. The ICD-10 Steering Committee, made up of OIT, clinical and business stakeholders, actively plans ICD-10 implementation.
