FLETC to Provide Shared Human Resource Services to DHS Headquarters

The Federal Law Enforcement Training Center’s partnership with the Department of Homeland Security to provide shared human resource services is underway. In the spirit of "One DHS," the Chief Human Capital Office and the FLETC’s Human Capital Operations Division have consolidated human resource services delivery to achieve operational efficiencies, and reduce costs, while optimizing customer service.

With a servicing population of approximately 4,000 customers, a small cadre of positions will remain at the DHS Headquarters providing advisory face-to-face services while approximately 48 positions will transfer to the FLETC in Glynco, Georgia, to provide operational services. Recruitment efforts to fill vacancies are currently ongoing and have attracted interests from human resources professionals, as well as college students, military veterans and others interested in pursuing career opportunities within federal, human resources.

The FLETC and the DHS Office of the Chief Human Capital Officer (OCHCO) signed a memorandum of agreement on July 29 officially recognizing the new partnership, which will generate an annual savings of approximately $1.5 million for the Department.

The FLETC and DHS stakeholders have been very supportive of the initiative, with discussions leading up to this partnership beginning in April 2011.  The OCHCO contacted the FLETC to gauge interests in being considered to provide services to the Department’s Headquarters customers in such programs as recruitment and placement, processing of personnel actions, position classification, payroll and employee relations.

A FLETC Integrated Project Team explored the broader impacts and possibilities of this shared services agreement, to include engagement and consultation from FLETC experts in human resources, finance, budget, payroll, information technology, legal, security, property, space management, facilities and procurement. Additionally, senior DHS officials in these same functional areas met to ensure the agreement was in the best interest of both organizations.
