l. Update on Extramural Activities Support Services (EAS) Most Efficient Organization (MEO)

Dr. Ruiz Bravo brought the group up to date on the EAS MEO activities since NIH was awarded the A-76 competitive sourcing competition last fall. Noting that MEO staff activities will be consolidated and centralized in three hubs under OER's Office of Administrative Operations, she described the projected costs, staff functions, human resources implications, and the milestones up to the April 1, 2004, standup date.

After enumerating several remaining issues and challenges, including FTE issues, greater efficiencies, and workload balance, she thanked members of the Commercial Activities Steering Committee chaired by Mr. Leasure and members of the MEO Transition Team led by Mr. Fitzsimmons. In closing, Dr. Ruiz Bravo praised the trans-NIH cooperation that is making this effort possible and asked for everyone's continued patience as the final stages are implemented.

ll. Information Item

Dr. Spiegel informed the group that Dr. Zerhouni is the Chair of the Secretary's Prevention Steering Committee Diabetes Working Group and that he and Dr. Fradkin will represent NIH as well as assist Dr. Zerhouni in his leadership role.

Other Working Group Chairs and NIH representatives are as follows:

  • Dr. McClellan, FDA Commissioner, chairs the Obesity Working Group, and Dr. Alving, NHLBI, represents NIH.
  • Dr. Gerberding, CDC Director, chairs the Tobacco Working Group, and Dr. Leischow , NCI, represents NIH.
  • Dr. Carmona, Surgeon General, chairs the Health Literacy Working Group, and Dr. Kreps, NCI, represents NIH.
  • Mr. Keane, Assistant Secretary for Public Affairs, chairs the Message Working Group, and Mr. Thompson, NHGRI, represents NIH.
