PROGRAM DESCRIPTIONS

The Striving Readers Comprehensive Literacy (SRCL) program is authorized as part of the FY 2010 Consolidated Appropriations Act (Pub. L. No. 111-117) under the Title I demonstration authority (Part E, Section 1502 of the Elementary and Secondary Education Act (ESEA).

Through the Act, Congress provided $200 million for a comprehensive literacy development and education program to advance literacy skills for students from birth through grade 12.


Formula Grants

Formula grants were awarded to State Education Agencies (SEAs) to establish or support a State Literacy Team with expertise in literacy development and education for children from birth to grade 12 to assist the State in developing a comprehensive literacy plan. Discretionary Grants

The purpose of the Striving Readers Comprehensive Literacy (SRCL) discretionary grants is to create a comprehensive literacy program to advance literacy skills — including pre-literacy skills, reading, and writing — for students from birth through grade 12, including limited-English-proficient students and students with disabilities.

Discretionary grants were awarded to six SEAs. They will use 95% of the award to to make subgrants to Local Educational Agencies or certain early childhood education providers to support services and activities that have the characteristics of effective literacy instruction through professional development, screening and assessment, targeted interventions for students reading below grade level, and other research-based methods of improving classroom instruction and practice. Note: A portion of the funds appropriated for SRCL will be set aside for outlying areas and Bureau of Indian Education schools.
