The enabling legislation that established the National Institute of Corrections (NIC) authorizes the Institute to fund cooperative agreements. NIC uses cooperative agreements to conduct much of the planning, development, and implementation of its strategic plan. A cooperative agreement is a form of assistance relationship where the National Institute of Corrections is substantially involved during the performance of the award.

All awards will be made in accord with applicable federal regulations as well as any applicable policies, procedures, or guidelines established by NIC. Based on the Institute's substantial involvement during the performance period of its projects or programs, these awards will be awarded as "Cooperative Agreements." Applicants must demonstrate that, in collaboration with NIC, they are capable of providing effective technical assistance and training to selected jurisdictions. Cooperative agreements are formally announced at Grants.gov.
