Civilian Special Agent (1811) Requirements:

- U.S. citizenship
- Minimum age of 21
- Maximum grade of E-5 SGT(Non-promotable) - (SGT(P) or SSG (with one year or less time in grade) may apply with waiver, see below*
- Minimum of two years of military service
- Maximum of 10 years military service
- Minimum of one year of military police experience or two years civilian police experience (a waiver of this prerequisite may be considered)
- Minimum of 60 semester hours from an accredited institution (a waiver of up to half of this prerequisite may be considered)
- Minimum ST score of 107 or higher, ST score of 110 or higher if tested prior to January 2, 2002
- Pass the Adult Basic Education (TABE) test (level A w/Spelling) with a total battery grade level of 12.9 (applicants with 60 semester hours or more are exempt from this requirement)
- Consistently meet the height and weight standards prescribed in AR 600-9 and consistently pass an Army Physical Fitness Test
- Physical profile 222221 or better
- Normal color vision (this may be waived if applicant can distinguish between green, red and amber)
- Must possess a valid driver’s license and favorable driving record
- Ability to speak and write clearly
- Ability to deploy worldwide
- 36 months of service obligation upon completion of the CID Special Agent Course
- Suitable character, integrity, reputation, sobriety, discretion, and stability as established by a Single Scope Background Investigation and other information developed during application processing
- No record of having less than an honorable discharge
- No record of Lost Time
- No felony or court martial convictions
- No record of mental or emotional disorders
- No record of unsatisfactory credit
- Must have completed at least 12 months at current duty station prior to submission; while OCONUS Soldiers must have completed at least two-thirds of their overseas tour length prior to submission

* SGT(P) and SSG (with one year or less time in grade) may apply for civilian education and/or law enforcement experience waiver(s) only in combination with grade waiver.  These applicants must meet all other prerequisites outlined above.

- Must hold a 31D MOS (MOS 31B/31E exception ONLY, see below)
- Must be a SGT (E-5) or above
- Must have a minimum of two years criminal investigative experience in MOS 31D with CID (NON-WAIVERABLE)
- Must possess a sustained and demonstrated level of technical and leadership competency as supported by rater and senior rater comments on NCOERs
- Must have a baccalaureate degree from an accredited institution (Degree requirement may be waived to 60 semester hours by CID command assuming applicant is otherwise qualified)
- Must have a Top Secret clearance based on a Single Scope Background Investigation (SSBI)
- Must have letter of endorsement from detachment commander (Company level)
- Must have letter of endorsement from battalion commander
- Must have letter of endorsement from group commanders (Brigade level)
- Exception for MOS 31B/31E - MUST meet the prerequisites for both 31D and 311A.  Applicant must have completed the Military Police Investigator Course (V5 ASI) and served at least 24 months in an MP investigator capacity. MPI applicants must be SSG or SFC (not yet eligible for MSG)

Civilian criminal investigators in CID do not investigate general crimes, but are specialists in areas such as investigating computer system intrusions, polygraphy, operations, sexual assault, investigative policy and major contract procurement fraud. The full performance for all positions is GS-13.

Recruitment is typically done at the full performance level for all specialty areas, except for procurement fraud investigators. Procurement fraud investigators may be recruited in a developmental position at the GS-09 entry level and following three years of successful training with progressively more difficult assignments and job responsibilities, will culminate in a promotion to the full performance level of GS-13. Qualification requirements for the entry level procurement fraud investigator include either a minimum of 3 years felony investigative experience or a master’s degree in a related field such as law, business, accounting, contracting or criminal justice. Specialized experience involves obtaining physical and documentary evidence, interviewing witnesses, applying for and serving warrants for arrest, searches and seizures, seizing contraband, equipment, and vehicles, examining files and records, maintaining surveillance, performing undercover assignments, preparing investigative reports, testifying in hearings and trials and assisting U.S. Attorneys in the prosecution of court cases.

Education may be substituted for experience if the applicant has two full years of progressively higher-level graduate education, a masters or equivalent graduate degree. To be creditable, education must have been completed in an accredited college or university and must have provided the candidate with the abilities to perform the duties of the position.

These positions fall under the purview of the Federal Law Enforcement Retirement System. Therefore, in most cases, the applicant must be under age 37 to apply and must be appointed before reaching their 37th birthday.
