Mission
The NCIS mission is to investigate and defeat criminal, terrorist, and foreign intelligence threats to the United States Navy and Marine Corps-ashore, afloat, and in cyberspace.

Intelligence and Information Sharing
The NCIS Directorate of Intelligence and Information Sharing (DIIS) analyzes and shares information regarding criminal, terrorist, foreign intelligence and other threats – both to drive NCIS operations and investigations and to inform naval and Marine Corps commanders, who must make decisions about force protection, security and other operational issues. DIIS contributions support warfighting dominance across the full spectrum of naval operations, to include the maritime, cyberspace, and information domains. Among other duties, the directorate has responsibility for providing threat warning to naval units around the world, operating a 24/7 watch center dedicated to this task.
The DIIS provides significant support to a number of high-profile Department of the Navy (DON) efforts, including:
- Maritime Domain Awareness (MDA) – MDA is the effective understanding of anything associated with the maritime domain that could impact the security, safety, economy, or environment of the United States. The DIIS provides Navy and Marine Corps operational commanders with law enforcement, threat, and security-related information and analysis about the maritime domain, enhancing their ability to make informed, timely, and accurate decisions during military operations.
- Confronting Irregular Challenges – Nearly three-quarters of the Earth is covered by water. Some 90% of world commerce travels by sea, and the vast majority of the planet’s population lives within a few hundred miles of the oceans. Any ripple of instability in that environment – the use of the seas by transnational terrorists, weapons proliferators, or pirates, for instance – poses a potential threat to global security and our national interests. The DIIS is uniquely positioned to identify emerging threats to stability, enhance regional awareness, contribute to regional partnerships, and promote increased interagency coordination and international collaboration.
- International Engagements – The Navy and Marine Corps have undertaken measures to evolve and establish international relationships to increase security and achieve common interests in the maritime domain. The DIIS is an integral part of those efforts to enhance cooperative security by expanding coordination and partnerships with non-coalition members.
The Directorate also is the DON lead for Defense Department programs including the Law Enforcement Defense Data Exchange System (DDEX), eGuardian, and the NCIS-originated Law Enforcement Information Exchange (LInX). These programs are secure, state of the art, web-based law enforcement information sharing tools that enable agents and analysts in multiple agencies to "connect the dots" and promote more efficient and effective responses to criminal and terrorist threats.
