Executive Order (EO) 12958 "Classified National Security Information" of 20 April 1995 and EO 12968 "Access to Classifed Information" of 4 August 1995 sets the requirement for a personnel security appeals panel, or board, to make the final decision on granting, denying or revoking personnel security clearances. The order provides that a person may appeal the denial or revocation of their clearance, in writing, to a high level panel appointed by the agency head, composed of a least three members, two of whom are selected from outside the security field. The decision of the board is final.
The Department of the Navy (DON) PSAB reviews and makes final decisions on appeals of revocation or denial of security clearances/SCI access for DON military and civilian members, and DON contractors requiring SCI access.
