The JavaScript API is hosted by ESRI on ArcGIS Online and is available for free.
If you are just getting started, you can learn about using the JavaScript API to create a map or task.
You can also look at samples, many of which show some aspect of the JavaScript API. Most samples are complete web pages; you can view both the code and page display.
