The Area of Potential Effects (APE) is the foundation of a federal agency's efforts to identify historic properties in a Section 106 review. Learn how APEs vary based on the nature of a historic preservation undertaking, practice defining a preliminary APE in project scenarios, and explore best practices for documenting APEs with Program Analyst Katry Harris.

Section 110(k) and Section 106: Responding to Anticipatory Demolition Concerns

What happens when it appears a historic property may have been harmed by an applicant for federal assistance before a Section 106 historic preservation review is complete? The first step is to understand when Section 110(k) of the National Historic Preservation Act applies and who must address this concern. Blythe Semmer, Training Specialist, will answer these two questions and share pointers on responding—as a federal agency, SHPO/THPO, or other stakeholder—to situations in which anticipatory demolition questions surface.

Energy development and transmission line construction are creating new challenges in federal project historic preservation reviews, even for experienced practitioners. Those familiar with the Section 106 process but new to energy and transmission projects will benefit from the experience of Nancy Brown, the ACHP’s Liaison to the Bureau of Land Management, in our next intermediate-level webinar. Using case examples, participants will explore how energy and transmission projects diverge from a “business as usual” approach to Section 106 review. Consider how to handle visual effects in transmission corridors and learn what others are doing to make use of the consultation opportunities offered by energy projects.

All webinars are taught by ACHP staff instructors with practical experience in Section 106 review and in developing program improvements.
