Important Notice About CCR Registration on SAM.gov

 

The Central Contractor Registration (CCR) site has been consolidated under the new System for Award Management (SAM) website.  When functioning properly, applicants can receive and renew their Central Contractor Registration (CCR) at this site.  Registration at CCR is required for applicants so that they may submit applications electronically via www.grants.gov.  CCR registration is required at the time of application submission for all applicants.  Federal agencies are prohibited from awarding grants to organizations that do not have CCR registration at the time of award.  SAM is the new website where applicants may go to register as an institution, organization, or business in order to apply for grants or for contracts.  Active CCR registration is a pre-requisite to the successful submission of electronic grant applications. 

Please note that the SAM website has been experiencing technical difficulties that are delaying the ability for some applicants to complete or renew their CCR registration.  In those instances, applicants are unable to successfully submit applications through www.grants.gov

As a result ACF is offering a one-time, blanket waiver from electronic application submission requirements.  This waiver applies to applicants that are having issues registering with CCR and those that are already registered but are unable to get assistance from SAM.gov concerning CCR technical issues that are preventing electronic application submission.

For those applicants with application due dates that fell between July 16, 2012 and August 6, 2012, ACF will also provide a one-time, blanket waiver of the application due date.  For Funding Opportunity Announcements (FOAs) with due dates that fell during this period, ACF will accept paper format applications received by 4:30 p.m., ET, on Monday, August 13, 2012.  Applicants must follow all instructions in the specific FOA for submitting paper format applications. The waiver process described in the FOA will be suspended for these applicants.

For FOAs with application due dates that occur after August 6, 2012, applicants are eligible to submit paper format applications. The waiver process described in the FOA for paper format applications is suspended for these applicants.  These applicants must follow instructions for submitting paper format applications as described in the FOA.   All paper format applications submitted under FOAs with due dates occurring after August 6, 2012, must be received by 4:30 p.m., ET, on the application due date provided in the FOA. For FOAs with due dates that occur after August 6, 2012, late applications, paper or electronic, that are received after the due date and time will be disqualified. This waiver does not extend the due date and time for applications under FOAs with due dates after August 6, 2012. This waiver allows applicants to submit paper format applications without using the waiver process described in the FOA.

All organizations submitting paper format applications under these exemptions must include a brief statement with their application attesting that they are either new CCR registrants or current registrants that were unable to access help at SAM.gov. The statement must explain that the applicant is submitting the application in paper format and/or after the specified application due date (FOAs with due dates between July 16 and August 6, 2012) because of these exemptions.  The attestation must be signed by the applicant’s Authorized Organizational Representative (AOR) and must be on organizational letterhead.
