Significant Guidance*

The National Archives and Records Administration (NARA) provides guidance products to the public and the Federal community in fulfillment of its mission in the areas of Information Security Oversight, Records Management and the grant-making activities of the National Historical Publications and Records Commission (NHPRC).

The Office of Management and Budget (OMB) Bulletin No. 07-02 requires that each Federal agency maintain a current electronic list of all significant guidance documents in effect on its Web site. The following links to NARA sub-components provide further information on NARA's significant and substantive guidance.

Any new significant guidance products issued by NARA will be updated on this web site within 30 days of publication. Any questions or concerns about NARA's Significant Guidance should be relayed to Vision@nara.gov


* OMB Bulletin No. 07-02 and Executive Order 13422 define a "significant" guidance document as a guidance document disseminated to regulated entities or the general public that may reasonably be anticipated to:

  1. lead to an annual effect of $100 million or more or adversely affect in a material way the economy, a sector of the economy, productivity, competition, jobs, the environment, public health or safety, or State, local, or tribal governments or communities;
  2. create a serious inconsistency or otherwise interfere with an action taken or planned by another agency;
  3. materially alter the budgetary impacts of entitlements, grants, user fees or loan programs or the rights or obligations of recipients thereof; or
  4. raise novel legal or policy issues arising out of legal mandates, the President's priorities, or the principles set forth in this Executive order.
