Marilyn J. Keefe, M.P.H., M.P.P.

Marilyn J. Keefe serves as the Deputy Assistant Secretary for Population Affairs (DASPA). As DASPA, she manages the operations and activities of the Office of Population Affairs (OPA), coordinates long-range plannings; and guides program development.

Ms. Keefe joined OPA after having most recently served as the Director of Reproductive Health Programs for the National Partnership for Women & Families, an organization which promotes women's health issues, access to affordable health care, and workplace fairness. Previously, Ms. Keefe served for 13 years as Vice President for Public Policy at the National Family Planning and Reproductive Health Association. Prior to joining NFPRHA, Ms. Keefe worked at HHS as a program analyst for four years, with special emphasis on the Medicare and Medicaid programs.

Ms. Keefe earned a Master's Degree in Public Health with a concentration in population dynamics from Johns Hopkins University in 1993; a Master's in Public Policy degree from the University of Chicago in 1986; and a B.A. in English from Columbia University in 1980.

Susan Moskosky, MS, RNC

Susan Moskosky serves as the Deputy Director for the Office of Population Affairs, U.S. Department of Health and Human Services. She is responsible for management and administrative operations of the Title X Family Planning Program, as well as long-range planning; program and budget oversight; and policy development.

Ms. Moskosky joined the Federal Government as a Regional Program Consultant (RPC) for Family Planning in DHHS Region VII, Kansas City, where she also served as the Region VII Women's Health Coordinator. Ms. Moskosky is a certified Women's Health Nurse Practitioner who spent the first 15 years of her professional career providing family planning, prenatal, and other preventive health services and educating nurse practitioner students for the Title X Family Planning Program. She was the Director of one of the five original Title X-funded Women's Health Care Advanced Nurse Practitioner programs at the University of Texas Southwestern Medical Center at Dallas, Texas.
