The FSIS Program Evaluation & Improvement Staff (PEIS) provides leadership and technical expertise in all areas related to evaluation.

PEIS Mission
PEIS formulates evaluation plans and conducts evaluations of existing and proposed programs, program components, inspection methods, and Agency policies, directives and regulations. PEIS also provides technical expertise and related services to all FSIS offices to facilitate data collection efforts, literature reviews and data searches, planning efforts, task force activities and both qualitative and quantitative data analysis.

Evaluation is the process of gathering and analyzing objective information in a systematic manner to assess a program or policy. The primary purpose for conducting an evaluation is to assist in program planning, implementation, improvement, and accountability. Evaluations provide practical information to assist decision makers, document program success or show how to improve efforts, supply information to enhance the credibility of programs, and educate the public, Congress, and industry about Agency activities.

Why should you do a program evaluation?
Consider evaluation as a way to document your successes, improve your program, build knowledge about what works best, and help justify future efforts. Evaluators can help you clearly state the objectives of your program, measure your successes, and use varied data to build logical arguments around what should be done to continue and improve your program. PEIS evaluations of FSIS programs have documented program strengths as well as identified problems and solutions, brought new insights to bear on program procedures and issues, and helped program managers develop feasible policy options. Evaluations may also be used to assess management controls associated with Agency programs as referred to in the Office of Management and Budget Circular A-123: Management Accountability and Control.
